This page is the duplex section of our Naples homes for sale and communities guide. It links live duplex searches, then sets out what the Collier County record shows about where Naples duplexes are, what they sold for, what zoning allows, what the units rent for by government benchmark, how financing, taxes, insurance and flood rules work, and how a duplex compares with a condo or a single-family home as a Naples rental. Domain Realty Group, the #1 team in Southwest Florida since 2012, keeps the live searches current. For foreclosed and bank-owned small buildings, see our sibling investor page on Naples foreclosures. Key takeaways about Naples duplexes for sale
Naples duplexes are an older, neighborhood-specific slice of the market. Collier County recorded 30 qualified sales of small multi-family buildings in Naples ZIP codes in the 12 months to October 2, 2026, at a $669,000 median, and 908 of the county’s 1,780 such parcels sit in two unincorporated neighborhoods.

- ZIP 34116 holds 643 of the parcels, 34112 holds 316, 34108 holds 295 and 34102 holds only 27, so Naples duplexes are an East Naples, Golden Gate City and Naples Park story more than an Old Naples one.

- The 2026 FHA loan limit for a two-unit property in Collier is $979,000, Fannie Mae allows 5 percent down on an owner-occupied 2 to 4 unit purchase, and the FHA self-sufficiency test applies only to 3 to 4 units.
- The National Flood Insurance Program caps building coverage at $250,000 for a 2 to 4 family building, against a $669,000 median sale, and the Census counted just 4 new two-unit buildings permitted in Collier County in 2025.

How have Naples duplex prices moved since 2016?
Prices roughly tripled. The median qualified sale of a use-code-8 building in Naples ZIP codes was $230,000 on 63 sales in 2016 and $745,000 on 27 sales in 2026 through October 2, with a peak count of 118 sales in 2021.

Source: Collier County Property Appraiser public data bundle, qualified improved sales, 14 Naples ZIP codes. The roll does not separate duplexes from 3 to 9 unit buildings, and a handful of large or new buildings can move a small year’s median.
How wide is the price spread?
Wide. Of the 30 qualified sales in the 12 months to October 2, 2026, 4 sold under $500,000 and 4 sold at $1,000,000 or more, so a median hides two different markets: older buildings in East Naples and Golden Gate City at the bottom, and Rock Creek Terrace, Morningside, Jonesville and the Moorings at the top.
What do Naples duplexes cost per square foot?
The 12-month median was $373 per heated square foot on the county record, against $346 in the prior 12 months and $357 over 24 months (use code 8, so the roll does not separate duplexes from 3 to 9 unit buildings). Per-foot figures run from about $190 for a large 2002 building in East Naples to between about $490 and $590 in Naples Park.
How old are the buildings that sell?
Mostly 1970s and 1980s stock. The median year built of the 30 sales in the 12 months to October 2, 2026 was 1979, computed from the county year-built field, and 14 of the 30 were built before 1978, the cutoff for the federal lead paint disclosure rule covered below. Only 2 of the 30 were built in 2020 or later: a 2023 building in Rock Creek Terrace at $1,725,000 and a 2025 building in Golden Gate City Unit 6 at $800,000.
Where are the duplexes in Naples?
Naples duplexes cluster in unincorporated neighborhoods east of the beach rather than in Old Naples. Of the 1,780 parcels the Collier County roll codes as multi-family under 10 units in Naples ZIP codes, 643 are in 34116, 316 in 34112, 295 in 34108 and only 27 in 34102; the roll does not separate duplexes from 3 to 9 unit buildings.

Medians are shown only where a window holds three or more sales; smaller windows list the sales. Neighborhood labels are general guides, not boundaries, and the roll does not separate duplexes from 3 to 9 unit buildings.
ZIP 34116 alone holds 36 percent of the parcels (643 of 1,780). Counting only Golden Gate City Units 1 to 7 (621 parcels) and Naples Park Units 1 to 6 (287 parcels), 908 parcels, about 51 percent of the Naples total, sit in two neighborhoods that are both unincorporated Collier County, so the Collier Land Development Code governs most Naples duplex inventory, not the City of Naples code.
Which plats carry the most duplex parcels?
The county’s plat names do the sorting. The table lists the main duplex plats, the parcels each holds, the sales in the 24 months to October 2, 2026 and our own link to a neighborhood page where one exists.

Which Naples neighborhoods have the most duplexes?
Golden Gate City has the most duplex parcels in Naples (621 in Units 1 to 7), Naples Park has the highest prices (a $975,000 median on 14 sales over 24 months) and Naples Manor has the lowest (a $432,500 median on 4 sales), per the Collier County record. Each neighborhood below sits in a different zoning, flood and price setting.
Data updated: October 2026.
Golden Gate City, ZIP 34116
Golden Gate City holds 621 use-code-8 parcels across Units 1 to 7: Unit 6 has 208, Unit 2 has 152, Unit 3 has 82, Unit 7 has 62, Unit 4 has 54, Unit 5 has 33 and Unit 1 has 30. ZIP 34116 recorded 19 qualified sales in 24 months at a $620,000 median, and 9 in the latest 12 months at $610,000. Unit 6 had 4 sales at an $837,500 median (the mean of $800,000 and $875,000), Unit 2 had 7 at $515,000 and Unit 3 had 3 at $590,000. The median year built is 1985, the newest of the large duplex areas, with buildings from 2025 selling. The roll does not separate duplexes from 3 to 9 unit buildings. Two sampled addresses returned FEMA shaded zone X (0.2 percent annual chance, coastal) on October 27, 2026. See our Golden Gate City page.
Naples Park, ZIP 34108
Naples Park holds 287 parcels in Units 1 to 6, and its 14 sales in 24 months had a $975,000 median. Unit 4 had 4 sales at $1,142,500 (the mean of $985,000 and $1,300,000), Unit 1 had 3 at $1,250,000 and Unit 3 had 3 at $925,000; Units 2, 5 and 6 had too few sales to give a median. A county-authorized 2003 planning study reported duplexes at about 15 percent of Naples Park dwellings and single-family homes at about 77 percent, mostly on 50 by 135 foot lots; that study is dated and was never adopted, so check today’s roll. Both sampled addresses returned shaded zone X (0.2 percent combined riverine and coastal). See our Naples Park page.
East Naples, ZIP 34112
East Naples holds 316 parcels, led by Pine View Villas (47), Avalon Estates Unit 1 (30), Inomah (27), Naples Better Homes 1st Addition (14) and Sabal Shores (12), with a few near Bayshore Drive in the Gulf Shores and Naples Bayview plats. ZIP 34112 recorded 12 qualified sales in 24 months at a $560,000 median and 6 in the latest 12 months at $552,500; Pine View Villas had none. The median year built is 1973. Sampled addresses in Pine View Villas, Inomah and Gulf Shores returned FEMA zone AE with base flood elevations of 8 to 9 feet. For the south side, see our Naples South page.
Naples Manor, ZIP 34113
Naples Manor holds 140 parcels (Lakes 68, Addition 27, Extension Amended Plat 21, Annex 16, Unit 1 8) and is the lowest-priced duplex cluster in the roll: 4 sales in 24 months at $350,000, $395,000, $470,000 and $550,000, a $432,500 median (the mean of the middle pair). The $350,000 sale in October 2024 is the county low for the whole 72-sale window. The median year built is 1973. Sampled addresses returned FEMA zone AE with a 7-foot base flood elevation. The roll does not separate duplexes from 3 to 9 unit buildings, and none of the 4 sales occurred in the latest 12 months.
Naples Twin Lakes and Decker Highlands, ZIP 34103
Naples Twin Lakes (46 parcels) and its 1st Addition (55) recorded 7 sales in 24 months at a $605,000 median, while Decker Highlands (19 parcels) had 1 sale at $525,000 in November 2024. ZIP 34103 as a whole had 10 sales at a $627,500 median, including two large outliers: a 6,700 square foot Morningside building at $1,750,000 in July 2026 and a Moorings Unit 4 building at $1,870,000 in April 2026. Sampled addresses in both plats returned FEMA zone AH.
Naples Villas and Sunrise Villas, ZIP 34104
These two plats hold 62 parcels (30 and 32) in central Naples. Naples Villas had 4 sales in 24 months at a $527,500 median, including a new 2024 building at $1,300,000; Sunrise Villas had none. ZIP 34104 had 8 sales at a $775,000 median, lifted by newer Rock Creek Terrace buildings (2020 and 2023) that sold for $800,000, $1,725,000 and $1,900,000. Sampled addresses returned FEMA zone AE with base flood elevations of 8 to 9 feet. “Naples Villas” is a plat name, not a villa condominium.
Poinciana Village, ZIP 34105
Poinciana Village Unit 1 holds 35 parcels and recorded one sale in 24 months: $552,500 on September 10, 2025, for a 1,752 square foot building from 1972. Both sampled addresses returned FEMA zone AE with no static base flood elevation published. See our Poinciana Village page.
Isles of Capri, ZIP 34113
Isles of Capri Unit 2 holds 18 parcels (33 across the Capri plats in our index) and recorded two sales in 24 months: $950,000 on August 22, 2026 for a 2,120 square foot building from 1972, and $1,250,000 on May 15, 2026 for a 2,550 square foot building from 1959. Both sampled addresses returned FEMA zone AE with a 9-foot base flood elevation. See our Isles of Capri page.
Old Naples side, Lake Forest and Park Shore, ZIPs 34102 and 34103
Duplexes are rare near the beach: ZIP 34102 holds 27 parcels and recorded one sale in 24 months, $900,000 on May 7, 2026 in the Lake Forest plat for a 1,450 square foot building from 1966. Two sampled addresses one block apart returned different FEMA zones, AE at one and shaded X at the other, which is why every Naples duplex needs an address-level flood check. Lake Forest is a different plat from the Lake Park neighborhood; see our Lake Park page for that area.
Three name traps when you search for Naples duplexes
Golden Gate City, Golden Gate Estates and Golden Gate are three different places: only Golden Gate City carries the duplex parcels, while Estates lots allow a single-family home with a guesthouse. Naples Villas and Pine View Villas are plat names, not condominium buildings. And Lake Forest, a county plat, is not the Lake Park neighborhood.
What is a duplex in Naples, and how does the county record it?
A duplex is one building holding two dwelling units, usually on one parcel under one owner, and in Collier County records it falls under Florida Department of Revenue use code 8 together with triplexes, quadplexes and small apartment buildings of up to 9 units. The roll does not separate duplexes from those larger small buildings.
Data updated: October 2026.
Duplex or paired villa?
A paired villa is two attached homes, each on its own platted lot and sold fee simple, usually inside a homeowners association. The county lists each half as a single-family parcel, so paired villas never appear in a use-code-8 search, and the Census building permit survey counts homes separated by a ground-to-roof wall with separate utilities as one-unit buildings. A duplex buyer typically owns the whole building and both units; a paired-villa buyer owns one home and association rights. Coach homes are a third form, and a builder’s page does not always say whether they are sold as condominium or fee-simple units. Check the deed and plat. For new attached product, see our Naples new construction page.
Why the roll cannot count duplexes alone
Use code 8 covers every building of fewer than 10 units, so the 1,780 Naples parcels include duplexes, triplexes, quadplexes and small apartment buildings. A listing agent, an inspection of the unit count and the county permit history are the only ways to tell a true two-unit building from a four-unit one. That is why this page calls the county figures “small multi-family” and repeats the caution each time.
Is a guesthouse the same as a second unit?
No. Golden Gate Estates lots allow one single-family dwelling plus one guesthouse, and the Golden Gate Area Master Plan sets one unit per 2.25 gross acres for Rural Estates, so a listing in the Estates that calls itself a duplex is usually a house with a guesthouse, not two units. The county roll shows only 7 use-code-8 parcels in ZIP 34117 and 4 in ZIP 34120.
Where does Naples zoning allow a duplex?
Naples zoning allows a duplex only in certain multifamily districts, and the rules depend on the jurisdiction. The City of Naples has no R2 district, only R1 single-family and R3 multifamily districts, while unincorporated Collier County allows duplexes in RMF-6 and RMF-12 but not in RSF-4 or Estates. Confirm any parcel’s district before you offer.
Data updated: October 2026.
How does the City of Naples zone for duplexes?
The City of Naples code (chapter 58 of its Code of Ordinances) divides residential land into R1 single-family districts and an R3 multifamily family, and it has no R2 district, so the common advice to look for “R2” does not apply inside the city. Which R3 district, if any, accepts a two-family dwelling on a given lot is a question for the City of Naples Planning Division, and the district tables are on Municode, so confirm them there. Permits inside the city run through the City of Naples building department and its public permit portal. A state law that exempts some small residential jobs from permits took effect July 1, 2026 for qualifying work valued under $7,500; ask the City building department whether a given job on a duplex qualifies.
Which unincorporated Collier districts allow a duplex?
In the Collier Land Development Code use lists, as reproduced in a public code mirror, duplexes appear in the RMF-6 and RMF-12 districts and not in the RSF districts or Estates. The county’s own code on Municode is the controlling text, so confirm there.
| Collier district | Duplex allowed? | Note |
|---|---|---|
| RSF-1 to RSF-6 (including RSF-4) | No | Single-family dwellings only |
| RMF-6 | Yes | Listed as “Duplexes, two-family dwellings”; 6 units per acre maximum |
| RMF-12 | Yes | Multi-family, townhouses and duplexes listed |
| RMF-16 | Not listed | Multi-family and townhouses listed with no duplex line; confirm with a Zoning Confirmation Letter |
| Estates (E) | No | One single-family dwelling plus one guesthouse |
Source: Collier County Land Development Code section 2.03.01 and 2.03.02 use lists as reproduced by a public code mirror; Collier staff clarification SC 06-04. Confirm in the current code.
How much land does a Naples duplex need?
In RMF-6 a 2006 Collier staff clarification (SC 06-04, December 1, 2006) set the maximum density at 6 units per acre and the table minimum lot area at 6,500 square feet for a single-family home and 12,000 square feet for a duplex; ask the county for the current table value in writing. For legal nonconforming lots the clarification divides combined lots by 7,260 square feet and single lots capable of more than one unit by 6,500, never exceeding 6 units per acre, and its wording is ambiguous. A 2021 amendment clarified RMF-6 density for a duplex on a legal nonconforming lot. Treat any lot-size claim in a listing as unverified until the county confirms it.
What does zoning look like in Golden Gate City and Naples Park?
Golden Gate City is governed by the Golden Gate Area Master Plan; as we read its Golden Gate City sub-element (Ordinance 2023-56), it includes a High Density Residential Subdistrict of up to 12 dwelling units per acre, and a Golden Gate Parkway Overlay District was created by Ordinance 21-14 in March 2021. Naples Park’s residential areas are described as RMF-6 in a county-authorized 2003 planning study, which also reports a 10 foot side setback for duplexes against 7.5 feet for single-family homes and a front-yard paving cap of 50 percent against 40 percent; those were 2003 draft rules, so confirm them in the current code.
How do you confirm zoning before you make an offer?
Order a Zoning Confirmation Letter, which costs $100 on Collier’s fee schedule effective January 1, 2026, and put a zoning contingency in the contract. A Legal Nonconforming Lot determination also costs $100, a Lot Line Adjustment or Lot Split Review costs $250, and an Official Interpretation costs $1,500 to $5,000. Unpermitted work is charged double. Inside the City of Naples, ask the Planning Division for the parcel’s district in writing.
What do Naples duplexes rent for?
Naples duplex rents are best read from government benchmarks. HUD’s fiscal 2026 Fair Market Rent for a two-bedroom in the Naples area is $1,986 a month, up 43.8 percent from $1,381 in fiscal 2020, and Census median gross rent runs from $1,675 in ZIP 34102 to $2,366 in 34110. Neither figure is a quote for one unit.
Data updated: October 2026.
| HUD fiscal year | 2-bedroom Fair Market Rent | 3-bedroom Fair Market Rent | 2-bedroom change from prior year |
|---|---|---|---|
| FY2020 | $1,381 | $1,812 | n/a |
| FY2021 | $1,376 | $1,791 | -0.4% |
| FY2022 | $1,583 | $2,078 | +15.0% |
| FY2023 | $1,795 | $2,394 | +13.4% |
| FY2024 | $1,782 | $2,375 | -0.7% |
| FY2025 | $1,860 | $2,453 | +4.4% |
| FY2026 | $1,986 | $2,581 | +6.8% |
Source: HUD USER Fair Market Rent files, Naples-Immokalee-Marco Island MSA (named Naples-Marco Island in FY2026), which is Collier County. The FY2026 efficiency, one-bedroom and four-bedroom rents are $1,396, $1,797 and $2,805. HUD describes Fair Market Rents as gross-rent estimates for standard-quality units, used as voucher payment standards, not as a promise of achievable rent.
From fiscal 2020 to fiscal 2026 the two-bedroom benchmark rose 43.8 percent and the three-bedroom benchmark rose 42.4 percent, with large steps in FY2022 and FY2023 and two flat years between them. A Naples duplex half is typically a two- or three-bedroom home, so those two rows are the relevant benchmarks.
| ZIP | Median gross rent, ACS 2020 to 2024 | Renter share of occupied homes | Seasonal-use share of housing units |

| Collier County | $1,862 | 23.4% | 24.9% |
Source: U.S. Census Bureau American Community Survey 5-year estimates, 2020 to 2024 (tables B25064, B25003, B25004, B25002), read through the Census Reporter API. ZIP figures are ZIP Code Tabulation Areas and carry margins of error; Collier’s median rent is plus or minus $41, and a smaller ZIP such as 34110 is plus or minus $404. Neighborhood labels are general guides.
How tight is the Naples rental market?
The Census Bureau publishes rental vacancy only for Florida, where it was 8.8 percent in the second quarter of 2026 (plus or minus 1.5 points), down from 10.5 percent in the first quarter, so there is no official Naples-only rate. Collier County’s January 2026 apartment survey put Naples medians at $1,678 for a one-bedroom, $1,964 for a two-bedroom and $2,318 for a three-bedroom, with occupancy at 93.4 percent.
How much of Naples housing is seasonal?
About one in four Collier housing units: the ACS counts 59,512 of 239,406 housing units (24.9 percent) as vacant for seasonal, recreational or occasional use. The share is 41.4 percent in ZIP 34103 and 35.5 percent in 34108 but only 3.1 percent in 34116, so a Golden Gate City duplex draws mostly annual-lease demand while a beach-side ZIP has more seasonal-use stock.
How many renters live in two-unit buildings?
The ACS counts 2,704 renter-occupied units in two-unit buildings in Collier County, 7.0 percent of the county’s 38,817 renter-occupied units. ZIP-level counts from two read-outs of the same Census tables disagree, so confirm any ZIP figure on data.census.gov before relying on it. Treat the countywide count as directional, since the survey reports estimates with margins of error.
Why not quote asking rents from listing portals?
Listing portals show asking rents that move week to week and mix furnished, seasonal and annual units, and we do not link them. HUD and Census figures are dated, sourced and reproducible, and they bracket what a duplex half can be expected to be compared against. A property manager’s written rent analysis on the specific unit is the right next step.
How do the numbers work on a Naples duplex?
An illustration shows the mechanics, not a forecast. Two two-bedroom halves rented at HUD’s fiscal 2026 Fair Market Rent of $1,986 would gross $47,664 a year, and the $669,000 county-record median divided by that rent is 14.0 times gross rent. The figures ignore vacancy, repairs, taxes and insurance, and no actual rent is promised.
Data updated: October 2026.
Illustration: the gross rent multiple at the median
Arithmetic, not a forecast: 2 units x $1,986 a month = $3,972 a month; $3,972 x 12 = $47,664 a year; $669,000 / $47,664 = 14.0. The $669,000 is the 12-month county-record median for buildings coded multi-family under 10 units (the roll does not separate duplexes from 3 to 9 unit buildings), and $1,986 is a benchmark rent, so this is an illustration of scale only.
Illustration: the down payment on a house hack
Occupying one half and renting the other changes the loan. On the $669,000 median, the illustrative down payments are below; if one half rented at the $1,986 benchmark, that rent would be $23,832 a year ($1,986 x 12).
| Loan path | Minimum down payment | On $669,000 |
|---|---|---|
| FHA, owner occupies one unit | 3.5% | $23,415 |
| Fannie Mae, owner-occupied 2 to 4 units | 5% (95% loan-to-value) | $33,450 |
| Fannie Mae, investment property 2 to 4 units | 25% (75% loan-to-value) | $167,250 |
| FHA, borrower who does not occupy a 2 to 4 unit property | 25% (75% loan-to-value cap) | $167,250 |

Illustration: what property tax could look like before exemptions
The Florida Department of Revenue’s 2025 final taxing authority codes for Collier County put the City of Naples total at 9.0514 mills, the unincorporated Greater Naples Fire area at 10.5058, the North Collier Fire area at 9.5058 and Golden Gate with its community center and beautification districts at 11.2945.
| Taxing area (2025 final millage) | Total mills | Tax on a $669,000 value, before exemptions and caps |
|---|---|---|
| City of Naples | 9.0514 | $6,055 |
| Unincorporated, Greater Naples Fire | 10.5058 | $7,028 |
| Unincorporated, North Collier Fire | 9.5058 | $6,359 |
| Golden Gate, community center and beautification districts | 11.2945 | $7,556 |
Source: Florida Department of Revenue 2025 Taxing Authority Code Descriptions for Collier County; arithmetic is mills x $669 (each mill is $1 per $1,000 of value). It is an illustration: your assessed value after a sale resets to just value, your 2026 notice sets the millage, and the county’s tentative fiscal 2027 budget keeps county rates unchanged. Bills are due November 1, with a 4 percent discount in November that falls 1 percent a month, and become delinquent April 1.
What resets at a sale, and what the homestead exemption covers
Under s. 193.1554 of the Florida Statutes, non-homestead residential property with nine or fewer units has a 10 percent annual cap on assessment growth, but its capped value resets to just value on a change of ownership or control (including a transfer of more than 50 percent of an owning entity), with exceptions such as transfers between spouses. So a Naples duplex buyer should not assume the seller’s tax bill carries over. The homestead exemption under s. 196.031 applies only to the portion assessed as the owner’s residence: the first $25,000 plus an additional exemption of up to $25,000 on value above $50,000 for non-school levies. Florida Amendment 3, on the November 3, 2026 ballot, would change these rules if passed; it is pending and is not law. How the Collier County Property Appraiser applies homestead to a two-unit parcel should be confirmed with that office before closing.
How do you finance a duplex in Naples?
Naples duplex buyers who live in one unit can use low-down-payment loans. The 2026 FHA loan limit for a two-unit property in Collier County is $979,000, and Fannie Mae allows 5 percent down on an owner-occupied purchase of 2 to 4 units. Investors who do not occupy a unit face 25 percent down on most agency loans.
Data updated: October 2026.
| Loan path | Who occupies | Minimum down payment | 2026 Collier limit, two units | Rules that matter on a duplex |
|---|---|---|---|---|
| FHA | A borrower occupies a unit within 60 days and stays at least one year | 3.5% of adjusted value | $979,000 | Self-sufficiency test applies to 3 to 4 units only, not two; appraiser’s rent estimate on Form 1025; a non-occupying borrower is limited to 75% loan-to-value |
| Fannie Mae, principal residence | Owner occupies one unit | 5% (95% loan-to-value, fixed or ARM) | $1,066,250 conforming | High-balance two-unit loans drop to 85% loan-to-value; manual underwriting has its own score and 6-month reserve rules |
| Fannie Mae, investment property | No owner occupancy | 25% (75% loan-to-value) | $1,066,250 conforming | Applies to 2 to 4 unit investment purchases |
| Investor DSCR loans | No owner occupancy | Set by the lender | Set by the lender | Qualify on the property’s cash flow; rates, down payments and ratios vary by lender and are not quoted here |
Source: HUD Handbook 4000.1 Update 17 (November 26, 2025); HUD 2026 FHA forward loan limits for Collier County (effective January 1, 2026); Fannie Mae eligibility matrix; FHFA 2026 conforming loan limits. FHA limits for three and four units in Collier are $1,183,400 and $1,470,700, and FHFA conforming limits are $1,288,800 and $1,601,750; for one unit they are $764,750 (FHA) and $832,750 (conforming).
The 12-month county-record median of $669,000 sits well under both two-unit limits, but the highest sale in that window, $1,870,000, is above both, so top-end Naples buildings need a jumbo loan (the roll does not separate duplexes from 3 to 9 unit buildings).
Which loan fits an owner-occupant?
FHA and Fannie Mae both allow a buyer to live in one half and rent the other. FHA needs at least one borrower to occupy a unit within 60 days of closing and for at least one year; Fannie Mae treats the purchase as a principal residence at 95 percent loan-to-value for 2 to 4 units. Both lenders can count projected rent from the appraiser’s estimate, subject to their own rules.
Does the FHA self-sufficiency test apply to a Naples duplex?
No. The test, which requires the property’s net rental income to cover the full payment, applies only to three- and four-unit properties; a two-unit duplex is exempt. A two-unit property with an accessory dwelling unit counts as a three- to four-unit property for this test, so a Naples duplex with a third rentable unit is graded differently.
What does an investor loan look like?
An investor who will not live in the building faces a 75 percent loan-to-value cap on a Fannie Mae 2 to 4 unit investment purchase and on an FHA loan to a non-occupying borrower, so 25 percent down. DSCR loans qualify the property’s rent against its payment instead of the borrower’s income; lenders set the terms, so compare written quotes.
What does the appraiser do with rent?
On a 2 to 4 unit FHA purchase, proposed rental income needs the appraiser’s rent estimate on Form 1025, and for a three- or four-unit building that estimate drives the self-sufficiency test. Existing leases do not replace the appraiser’s market-rent opinion, so expect the lender to ask for both.
What insurance and flood coverage does a Naples duplex need?
A Naples duplex needs wind and fire coverage plus a separate flood decision. Citizens Property Insurance writes an HO-3 form for a duplex with at least one owner-occupied unit and a DP-3 form when the units are tenant-occupied, and the National Flood Insurance Program caps building coverage at $250,000 for a 2 to 4 family building, with $100,000 for contents.
Data updated: October 2026.
Which insurance form fits a duplex?
Citizens, the state-created insurer of last resort, publishes an HO-3 form for detached single-family homes and for duplexes with at least one owner-occupied unit, and a DP-3 form (which includes loss-of-rent coverage) for tenant-occupied properties. Other carriers set their own rules, and no premium is quoted on this page because rates move; get written quotes before your inspection period ends.
How old can the roof be?
Section 627.7011(5) of the Florida Statutes bars an insurer from refusing to issue or renew a homeowner’s policy solely because of roof age when the roof is under 15 years old. For a roof of 15 years or more, the insurer must allow an inspection at the owner’s expense and cannot refuse solely on age if the inspector finds at least 5 years of useful life. The rule applies to policies issued or renewed on or after July 1, 2022, and roof age counts from the date 100 percent of the roof surface was built or replaced.
What is a four-point inspection?
A four-point inspection reports the age and condition of the wiring, heating and air, plumbing and roof. Citizens requires one for any property more than 20 years old, and it requires documentation of at least 5 years of remaining useful life for shingle roofs over 25 years old and for tile, slate, concrete or metal roofs over 50 years old. With a median year built of 1979 among recent Naples sales, most duplex buyers will need one.
What is a wind mitigation inspection?
It is a licensed inspector’s record of the roof shape, covering, deck attachment, roof-to-wall connection, secondary water resistance and opening protection on Uniform Mitigation Verification Inspection Form OIR-B1-1802. The Rev. 04/26 edition has been required for all inspections since April 1, 2026, and a completed form is valid for up to 5 years if the structure has not changed. The insurer sets any premium credit.
How does the National Flood Insurance Program treat a duplex?
For a 2 to 4 family residential building, building coverage goes up to $250,000 and contents coverage up to $100,000, per the Congressional Research Service and FEMA’s statute text (42 U.S.C. 4013). Risk Rating 2.0 prices policies on flood type, distance to the source, frequency, elevation and rebuild cost; new policies followed it from October 1, 2021, existing policies moved at first renewal on or after April 1, 2022, and most increases are capped at 18 percent a year. It did not raise the $250,000 cap.
Does Florida make sellers disclose flooding?
Yes. Section 689.302 requires a seller of residential real property to give a flood disclosure at or before signing the contract, covering flood damage during the seller’s ownership, any flood insurance claim (including NFIP claims) and any FEMA assistance. Ask for it on every Naples duplex, and ask separately for permits and any substantial damage record.
How does flood risk differ across Naples duplex neighborhoods?
Flood risk differs by neighborhood and even by block. On October 27, 2026, sample checks against FEMA’s National Flood Hazard Layer returned shaded zone X in Naples Park and Golden Gate City, zone AH in Naples Twin Lakes and Decker Highlands, and zone AE in seven other duplex neighborhoods; two Old Naples addresses one block apart returned different zones.
Data updated: October 2026.
| Neighborhood | FEMA zone returned at two sampled addresses on October 27, 2026 |
|---|---|
| Naples Park (34108) | Shaded X, 0.2 percent annual chance, combined riverine and coastal, at both |
| Golden Gate City (34116) | Shaded X, 0.2 percent annual chance, coastal, at both |
| Naples Manor Lakes (34113) | AE, base flood elevation 7 feet, at both |
| Isles of Capri (34113) | AE, base flood elevation 9 feet, at both |
| Naples Villas (34104) | AE, base flood elevation 9 feet at one and 8 feet at the other |
| Pine View Villas (34112) | AE, base flood elevation 8 feet, at both |
| Inomah (34112) | AE, base flood elevation 9 feet, at both |
| Gulf Shores, Bayshore Drive (34112) | AE, base flood elevation 9 feet, at both |
| Poinciana Village (34105) | AE, no static base flood elevation published, at both |
| Naples Twin Lakes (34103) | AH at both |
| Decker Highlands (34103) | AH at both |
| Old Naples side, 10th Avenue N and 11th Street N (34102) | AE at one address and shaded X at the other, one block apart |
Source: FEMA National Flood Hazard Layer point queries run October 27, 2026 at two county-roll duplex parcel addresses per neighborhood. These are samples, not neighborhood designations, and an address-level check is required for every property.
Why does an address-level check matter?
Because the map is parcel-specific and changing. Collier County adopted a new coastal flood map effective February 8, 2024, and a 2026 preliminary revision is in review, so a zone from an old listing or a neighbor can be wrong. Run the address through FEMA’s Flood Map Service Center and Collier’s flood map viewer, and ask the seller for an elevation certificate if one exists. Letters of Map Amendment are possible for some structures.
What is the 50 percent rule?
In a Special Flood Hazard Area, repairs or improvements that equal or exceed 50 percent of the structure’s market value (land excluded) require the whole building to meet current flood elevation and code rules, per Collier County’s substantial improvement page and Ordinance 2019-01; the City of Naples publishes the same 50 percent test. Staging the work does not avoid it. A pre-1980 duplex in an AE zone that needs a roof, wiring and interiors can cross the line, so get a cost estimate and ask for the substantial damage record before you close.
Does the $250,000 flood limit cover a rebuild?
Rarely. With a 12-month county-record median of $669,000 and a Naples Park 24-month median of $975,000, a $250,000 building limit covers only part of a replacement cost (the roll does not separate duplexes from 3 to 9 unit buildings, and sale price includes land). A duplex in an AE zone is a reason to ask an insurance professional about excess flood coverage before waiving an inspection period.
What did Hurricane Ian show about these neighborhoods?
That flooding is neighborhood-specific. Naples Daily News coverage reported surge damage in East Naples and the Bayshore area, and television coverage showed flooded homes in Naples Park, but no official building-damage count for Naples Park or Golden Gate City is published. Collier’s 50 percent rule is the practical reference for any duplex that flooded in 2022 to 2024. See the permit lookup steps in the inspection section below.
What rental rules apply to a Naples duplex?
Rental rules depend on the address. The City of Naples requires rental terms of 30 days or longer, with three shorter rentals a year, while unincorporated Collier County lets owners rent short term after registering under Ordinance 2021-45, with fines of up to $500 per violation per day. Confirm the parcel’s jurisdiction before you plan any short-term use.
Data updated: October 2026.
What are the City of Naples rental rules?
The City of Naples short-term rental handout sets a 30-day minimum rental, allows up to three rentals of fewer than 30 days per calendar year, and bars advertising stays under 30 days. The handout is written for single-family homes, and whether it reaches a two-unit building should be read from the City’s code page, so confirm it for a duplex. Because the rule predates 2011, it sits within the exception in s. 509.032(7)(b).
What are the unincorporated Collier rental rules?
Under Collier Ordinance 2021-45, effective January 3, 2022, an owner registers a short-term vacation rental before renting it; fines reach $500 per violation per day. The City of Naples, Marco Island and Everglades City are exempt from the county ordinance. A state Vacation Rental Dwelling license from the Division of Hotels and Restaurants covers “a unit or group of units in a duplex, triplex, quadruplex,” so a duplex can be licensed as a vacation rental dwelling.
What is happening with the tourist development tax?
Collier County’s tourist development tax is 5 percent. A referendum on the November 3, 2026 ballot would raise it to 6 percent effective January 1, 2027 if approved; it is pending, not decided. Stays of six months or less also carry Florida sales tax.
How does Florida landlord-tenant law treat a duplex?
Chapter 83 treats a duplex a little differently from a larger building. Under s. 83.51(1) a landlord’s duties may be altered in writing for a single-family home or duplex, and s. 83.51(2) excludes a single-family home or duplex from the extermination duty. Security deposits must sit in a separate Florida account or be bonded (s. 83.49), repair entry needs 24 hours’ notice (s. 83.53), a nonpayment notice is 3 days excluding weekends and holidays (s. 83.56(3)), and a month-to-month tenancy ends on 30 days’ notice (s. 83.57).
What do you inherit when you buy an occupied duplex?
Under s. 83.49(7), security deposits and advance rents move to the new owner with an accounting at transfer of title, and there is a rebuttable presumption that the new owner received the deposit, limited to one month’s rent. The Florida Realtors and Florida Bar AS IS contract requires the seller to disclose leases and deliver copies within 5 days of the effective date, gives the buyer a 5-day termination right after that, and calls for estoppel letters at least 10 days before closing. Ask for the rent roll, deposit ledger and which unit pays which utility.
Duplex vs condo vs single-family as a Naples rental
A Naples duplex puts two dwellings, one roof and one set of building decisions in a single purchase, while a condo buys one unit inside an association and a single-family home buys one dwelling on its own lot. The choice turns on financing, insurance form, rental rules and who controls repairs, laid out in the decision table below.
Data updated: October 2026.
| Decision factor | Naples duplex | Naples condo | Naples single-family home |
|---|---|---|---|
| What you buy | The whole building and both dwellings, usually one parcel | One unit plus a share of common elements | One dwelling and its lot |
| Who controls the roof and structure | You | The association board, funded by dues and assessments | You, or a homeowners association if the lot has one |
| Owner-occupant loan, 2026 Collier limits | FHA up to $979,000 (two units), 3.5% down; Fannie Mae 5% down | FHA and conventional loans, subject to project eligibility | FHA up to $764,750 (one unit); conforming limit $832,750 (one unit) |
| Investor loan | Fannie Mae 2 to 4 units: 75% loan-to-value | Varies by lender and project approval | Varies by lender |
| Citizens insurance form | HO-3 if an owner occupies a unit; DP-3 if both are rented | HO-6 for a unit owner | HO-3 if owner-occupied; DP-3 if rented |
| Flood coverage ceiling (NFIP building) | $250,000 for a 2 to 4 family building | Ask the association for its flood policy declarations | $250,000 for a 1 to 4 family residence |
| Leases you hold | Two | One | One |
| Rental rules that can bind you | City or county rules; the owner chooses lease terms | The association can limit leasing; a limit adopted before you take title binds you (s. 718.110(13)) | City or county rules; an HOA can add its own |
| Dues and fees | None from an association unless the plat has one | Dues set in the association budget; request the budget and an estoppel certificate | HOA dues only if one exists |
| Property tax at sale | Non-homestead value resets to just value (s. 193.1554) | Confirm with the Property Appraiser | Non-homestead resets to just value (s. 193.1554); homestead if you live there |
| Benchmark rent per door | $1,986 for two bedrooms (HUD FY2026), so $3,972 for two | $1,797 one-bedroom, $1,986 two-bedroom | $1,986 two-bedroom, $2,581 three-bedroom |
| Documents to ask for | Leases, rent roll, deposit ledger, meter and permit history | Budget, reserve study, milestone report, estoppel certificate | Permit history, flood disclosure, 4-point and wind forms |

Florida Realtors put the Naples-Immokalee-Marco Island single-family median at $785,000 and the condo and townhouse median at $432,500 for September 2026. Those are metro-level figures from a different source and window than the $669,000 county-record median for small multi-family buildings, so do not subtract one from another.
What changes for a condo in a Naples rental?
The association controls the building. Since SB 4-D (2022) and HB 913 (effective July 1, 2025), condominium buildings of three or more habitable stories need milestone inspections and a structural integrity reserve study, and Collier’s milestone page sets the first inspection at 30 years after the certificate of occupancy, 25 years within three miles of saltwater, and every 10 years after. Buyers get a 7-day cancellation window after receiving the association documents, and Fannie Mae will not lend on a project with unfunded critical repairs over $10,000 per unit due within 12 months. See our Naples condos for sale page for the condo side.
What changes for a single-family home in a Naples rental?
You own one door, so the loan, insurance and rental rules are the simplest of the three, and you keep control of the roof. You also have one lease and one benchmark rent. Naples single-family homes are covered on our Naples communities pages, and a new house avoids the older-building checks below.
Which product fits which purchase?
A duplex fits a purchase built around two leases under one roof and a roof you control, with low-down-payment owner-occupant loans available up to $979,000. A condo fits a purchase built around one lease, no exterior upkeep and an association that sets the budget and the leasing rules. A single-family home fits a purchase built around one lease, the simplest financing and insurance, and sole control of the lot. An agent from Domain Realty Group, the #1 team in Southwest Florida since 2012, can run the numbers on all three.
What should you inspect before buying a Naples duplex?
Before buying a Naples duplex, inspect the roof, the wiring and meters, the plumbing, the permit history and the lease file for both units. A Florida licensed home inspector works to the state’s Standards of Practice in Rule 61-30.801, and Citizens Property Insurance asks for a four-point report on any building more than 20 years old.

Does a duplex need separate meters?
Florida Public Service Commission Rule 25-6.049 sets individual electric metering by occupancy unit, with listed exceptions for master metering, so expect two FPL accounts at two meters. Confirm the meter count, which unit each meter feeds and whether the water bill is one account or two. The county roll does not record meters, so read the utility bills or ask the seller for the account history.
Which utility and permit office serve the parcel?
It depends on the jurisdiction. Properties inside the City of Naples use City utilities (one bill covers water, sewer and solid waste) and the City’s public permit portal, while unincorporated Collier parcels such as Naples Park, Golden Gate City, Naples Manor and Isles of Capri use the Collier County Water-Sewer District and the county’s CityView portal. The county roll lists “Naples” for both, so check the parcel’s taxing district on the county GIS.
How do you read a duplex’s permit history?
Search the address in the Collier CityView portal, which holds current permits; permits from 1989 to 2011 sit in CD-Plus, and older documents are on the property card. Collier notes that a historical permit review at sale looks for open permits, which “may impact the sale.” Look for roof, electrical panel, meter, air conditioning, window and door permits, any unit conversion, and post-Ian repairs.
What does the building’s age tell you about its code?
Most Naples duplexes were built before the statewide Florida Building Code took effect on March 1, 2002. Median year built in the county record is 1973 in Naples Park, Naples Twin Lakes, Naples Manor and Isles of Capri, 1972 in Poinciana Village, Naples Villas and Sunrise Villas, 1969 in Inomah and 1985 in Golden Gate City. A building follows the code in force at its original permit date, which the wind mitigation form asks for, not its year built.
Does lead paint matter on a pre-1978 duplex?
Yes, if you rent. Under 40 CFR Part 745, Subpart F, sellers and landlords of pre-1978 housing must disclose known lead-based paint and hazards and give the EPA pamphlet before a buyer or tenant is obligated, and the lessor keeps a copy of the signed lease attachment for at least 3 years. EPA says renters may ask for a paint inspection, but the rule does not require a landlord to order one. With median build years from 1969 to 1976 in most duplex clusters, most Naples duplex stock falls under this rule.
Are new duplexes being built in Naples?
Few new duplexes are built in Collier County. The Census Building Permits Survey counted 4 two-unit buildings (8 units) in 2025, 6 in 2024 and 15 in 2023, against 1,945 one-unit buildings in 2025, so most Naples duplexes for sale are resale buildings. Newer side-by-side homes are often counted as one-unit.
Data updated: October 2026.
| Year | Two-unit buildings | Units | Declared value | One-unit buildings | Three- and four-unit buildings |
|---|---|---|---|---|---|
| 2018 | 4 | 8 | $967,000 | 3,253 | 20 |
| 2019 | 3 | 6 | $775,000 | 3,300 | 27 |
| 2020 | 1 | 2 | $240,000 | 3,256 | 37 |
| 2021 | 7 | 14 | $4,858,000 | 4,380 | 45 |
| 2022 | 14 | 28 | $6,503,520 | 3,519 | 44 |
| 2023 | 15 | 30 | $10,048,550 | 2,923 | 19 |
| 2024 | 6 | 12 | $1,901,830 | 2,466 | 18 |
| 2025 | 4 | 8 | $1,300,000 | 1,945 | 15 |
| 2018 to 2025 | 54 | 108 | $26,593,900 | 25,042 | 225 |

Why does the Census undercount side-by-side homes?
The Census counts a building as one-unit when a ground-to-roof wall separates it from its neighbor and the two share no heating, air conditioning or utilities. A fee-simple paired villa therefore lands in the one-unit column, and the two-unit column is a floor for true duplex-type buildings. A 2023-built group of Rock Creek Terrace sales and 2025 and 2026 builds in Golden Gate City Unit 6 appear in the county sale record, so do not read the permit series as a ceiling on new two-family product.
Where do the new two-unit permits come from?
Mostly unincorporated Collier County. Of the 4 two-unit buildings permitted in 2025, 3 were in unincorporated Collier and 1 was in the City of Naples; Marco Island recorded none in any year from 2018 to 2025. The Census place files do not break out Golden Gate City, Naples Park or East Naples, so no neighborhood permit count is available.
What do impact fees add to a new duplex?
As of May 1, 2026 the county’s schedule shows $22,835.95 per low-rise multi-family unit and $34,051.97 for a single-family house under 4,000 square feet, both before fire fees. If the county assessed each side of a duplex as a multi-family unit, two units would total $45,671.90, which is $11,619.93 more than one house. Whether it does is a classification question, so run the address through the county’s online Impact Fee Calculator.
| Schedule effective | Multi-family low-rise, per unit | Single-family detached, per unit | Water and sewer, 1,501 sq ft or more |
|---|---|---|---|
| January 1, 2024 | $19,372.32 | $29,702.29 | $6,696 |
| December 1, 2025 | $22,964.32 | $33,294.29 | $10,288 |
| May 1, 2026 | $22,835.95 | $34,051.97 | $10,288 |
| December 1, 2026 (water and sewer step only, other lines assumed unchanged) | $24,631.95 | $35,847.97 | $12,084 |
Source: Collier County residential impact fee schedules effective January 1, 2024, December 1, 2025 and May 1, 2026, and the water and sewer schedule effective December 1, 2026. The last row is computed from those schedules and is not a published total.
From January 1, 2024 to May 1, 2026 the multi-family total rose 17.9 percent and the single-family total rose 14.6 percent. A buyer of an existing duplex does not pay impact fees, because they are charged at permit for new construction or added units, but a buyer who buys a lot to build one does.
Which builders offer new attached homes in Naples?
First-party builder pages list attached coach homes and villas, not a two-family dwelling sold as one purchase. As of October 27, 2026, Taylor Morrison showed Esplanade by the Islands Coach Homes in Naples from $466,155 with 10 homes available. The builder’s page did not state whether coach homes are condominium or fee-simple, so read the deed form before comparing one with a duplex. The search below lists current buildings built since 2022.
Did Hurricane Ian lead to teardowns?
Demolition permits for one- and two-family structures in the county’s monthly issued-permit exports rose from 255 in 2021 to 506 in 2022 and 398 in 2023, then eased to 260 in 2024 and 289 from January to September 2025. The tally covers every one- and two-family demolition countywide, not duplexes only, and the posted exports skip a few months. New single-family permits fell from 2,530 in 2021 to 1,208 in the first nine months of 2025.
Can you split a Naples duplex into two properties?
Sometimes. An owner can record a condominium declaration under s. 718.104, split the lot where district minimums allow, or replat under chapter 177 of the Florida Statutes, and each route needs lender consent and local approval. Collier County charges $250 to review a lot line adjustment or lot split.
Data updated: October 2026.
How does the condominium route work?
Under s. 718.104 the declaration is recorded, every record titleholder joins it, and mortgagees join or subordinate their liens. Each half then becomes a unit with its own deed. A lender’s eligibility rules for a two-unit condominium project are lender-specific, so ask the lender for its project requirements before you plan to sell the halves separately.
How does a lot split work?
The lot must still meet the minimums of its zoning district after the split, so a duplex on a lot that is only large enough for the building cannot be divided into two conforming lots. Collier’s fee schedule effective January 1, 2026 lists the Lot Line Adjustment and Lot Split Review at $250, and a Zoning Confirmation Letter at $100.
What about a replat and the deeds?
Platting rules sit in chapter 177, Part I, of the Florida Statutes, and a deed must be a written instrument signed before two witnesses under s. 689.01. A Naples closing attorney or title agent should confirm which route fits the parcel before either half is listed separately.

Frequently Asked Questions about Naples duplexes
These answers cover the questions Naples and Florida buyers search most about duplexes, from prices, zoning and rents to loans, taxes, insurance, flood rules and new construction. Each figure comes from Collier County records, federal agencies or the Florida Statutes, dated in the sections above.
How much does a duplex cost in Naples, FL?
Naples duplexes and small multi-family buildings sold at a $669,000 median in the 12 months to October 2, 2026, across 30 qualified sales from $420,000 to $1,870,000 on the Collier County record. The roll does not separate duplexes from 3 to 9 unit buildings, so treat the median as a guide to small buildings.
How many duplexes sold in Naples in the last year?
Collier County recorded 30 qualified sales of buildings coded multi-family under 10 units in Naples ZIP codes in the 12 months to October 2, 2026, down from 42 in the prior 12 months. The roll does not separate duplexes from 3 to 9 unit buildings, so the count includes some larger small buildings.
Where are most duplexes in Naples?
Most are in unincorporated Collier County. ZIP 34116 holds 643 of the 1,780 parcels coded multi-family under 10 units in Naples ZIP codes, ZIP 34112 holds 316 and ZIP 34108 holds 295, while Old Naples ZIP 34102 holds 27. The roll does not separate duplexes from 3 to 9 unit buildings.
Which Naples neighborhood has the cheapest duplexes?
Naples Manor, ZIP 34113, had the lowest prices: 4 sales in the 24 months to October 2, 2026 at $350,000, $395,000, $470,000 and $550,000, a $432,500 median on the Collier County record. With only 4 sales the median is a rough guide, and the roll does not separate duplexes from 3 to 9 unit buildings.
Which Naples neighborhood has the most expensive duplexes?
Naples Park, ZIP 34108, had the highest median among the large clusters: $975,000 on 14 sales in the 24 months to October 2, 2026, with Unit 4 at $1,142,500 on 4 sales. A few newer buildings lift that median, and the roll does not separate duplexes from 3 to 9 unit buildings.
How many duplex parcels are in Naples?
The Collier County roll codes 1,780 parcels as multi-family under 10 units in the 14 Naples ZIP codes, and 908 of them, about 51 percent, are in Golden Gate City and Naples Park. The roll does not separate duplexes from 3 to 9 unit buildings, so 1,780 is an upper bound for duplexes, not a duplex count.
How old are Naples duplexes?
The median year built of the 30 qualified sales in the 12 months to October 2, 2026 was 1979, and 14 of the 30 were built before 1978, per the Collier County record. The roll does not separate duplexes from 3 to 9 unit buildings, and Golden Gate City, with a 1985 median, has the newest large cluster.
What is the difference between a duplex and a paired villa in Naples?
A duplex is one building with two dwelling units, usually on one parcel under one owner. A paired villa is two attached homes, each on its own lot and owned fee simple, usually in an association. Collier lists each villa as a single-family parcel, so check the deed and plat before assuming either form.
Does the City of Naples have R2 zoning?
No. The City of Naples code divides residential land into R1 single-family districts and R3 multifamily districts and has no R2 district. Which R3 district accepts a two-family dwelling on a given lot is a question for the City Planning Division, so ask in writing before you offer on a duplex inside city limits.
Which Collier County zoning districts allow a duplex?
In the Collier Land Development Code use lists, duplexes appear in the RMF-6 and RMF-12 districts and not in RSF-4 or Estates, and RMF-6 allows up to 6 units per acre. Confirm the parcel’s district with a Zoning Confirmation Letter, which costs $100 on the county’s fee schedule effective January 1, 2026.
How much does a zoning confirmation cost in Collier County?
Collier County’s fee schedule effective January 1, 2026 lists a Zoning Confirmation Letter at $100, a Legal Nonconforming Lot determination at $100 and a Lot Line Adjustment or Lot Split Review at $250. An Official Interpretation costs $1,500 to $5,000, and unpermitted work is charged double. Put a zoning contingency in the contract.
What do Naples duplexes rent for?
No single figure applies, but HUD’s fiscal 2026 Fair Market Rent is $1,986 for a two-bedroom and $2,581 for a three-bedroom in the Naples area, and Census median gross rent runs from $1,675 in ZIP 34102 to $2,366 in ZIP 34110. These are benchmarks, not quotes, so get a written rent analysis for the unit.
How much have Naples rents risen since 2020?
HUD’s two-bedroom Fair Market Rent for the Naples area rose from $1,381 in fiscal 2020 to $1,986 in fiscal 2026, an increase of 43.8 percent, and the three-bedroom benchmark rose 42.4 percent, from $1,812 to $2,581. The biggest steps were 15.0 percent in fiscal 2022 and 13.4 percent in fiscal 2023.
How many Golden Gate City homes are rented?
In ZIP 34116 the renter share of occupied homes is 42.5 percent, against 14.0 percent in Naples Park’s ZIP 34108 and 23.4 percent countywide, per American Community Survey estimates for 2020 to 2024. The ZIP figures carry margins of error, and median gross rent in ZIP 34116 is $1,740.
Can you buy a Naples duplex with an FHA loan?
Yes, if you occupy one unit. FHA requires a borrower to move in within 60 days and stay at least one year, and the 2026 Collier County FHA limit for a two-unit property is $979,000. Down payment starts at 3.5 percent, and a borrower who will not occupy is limited to 75 percent loan-to-value.
How much down payment does a Naples duplex need?
On the $669,000 county-record median, FHA at 3.5 percent down is $23,415, Fannie Mae at 5 percent for an owner-occupied 2 to 4 unit purchase is $33,450, and a 25 percent investor down payment is $167,250. Your lender sets the final terms, and the roll does not separate duplexes from 3 to 9 unit buildings.
Does the FHA self-sufficiency test apply to a duplex?
No. The test, which requires a property’s net rental income to cover its full payment, applies only to three- and four-unit properties under HUD Handbook 4000.1, so a two-unit duplex is exempt. A duplex with an accessory dwelling unit is graded as a three- to four-unit property for this test.
What is the FHA loan limit for a duplex in Collier County?
For 2026, HUD’s FHA loan limit in Collier County is $979,000 for two units, $1,183,400 for three and $1,470,700 for four, against $764,750 for one unit. The $669,000 median sale on the county roll, which does not separate duplexes from 3 to 9 unit buildings, sits below the two-unit limit.
What loan terms apply to an investor buying a Naples duplex?
Fannie Mae requires 25 percent down (75 percent loan-to-value) on an investment purchase of 2 to 4 units, with a 2026 conforming limit of $1,066,250 for two units. FHA also caps a non-occupying borrower at 75 percent. DSCR loans qualify the property’s rent instead of income, with terms set by each lender.
Does property tax reset when you buy a Naples duplex?
Yes. Under s. 193.1554 of the Florida Statutes, non-homestead residential property of nine or fewer units has a 10 percent annual assessment cap, but the capped value resets to just value on a change of ownership or control. Do not assume the seller’s tax bill carries over to you.
What is the property tax rate in Naples?
The Florida Department of Revenue’s 2025 final millage totals are 9.0514 in the City of Naples, 9.5058 in the unincorporated North Collier Fire area, 10.5058 in the Greater Naples Fire area and 11.2945 in Golden Gate. On a $669,000 value that is $6,055 to $7,556 before exemptions and caps, and your 2026 notice sets the actual rate.
Does the homestead exemption apply to a duplex?
Only to the portion assessed as the owner’s residence. Section 196.031 gives a first $25,000 exemption plus up to $25,000 more on value above $50,000 for non-school levies. Ask the Collier County Property Appraiser how homestead applies to a two-unit parcel. Amendment 3 on the November 3, 2026 ballot is pending.
What flood insurance limit applies to a Naples duplex?
The National Flood Insurance Program covers a 2 to 4 family building up to $250,000 and contents up to $100,000, per the Congressional Research Service and 42 U.S.C. 4013. Against a $669,000 median sale price, which includes land, that is a fraction of a rebuild, so ask about excess flood coverage in zone AE areas.
Does a Naples duplex need a four-point inspection?
Usually. Citizens Property Insurance requires a four-point inspection of wiring, heating and air, plumbing and roof on any building more than 20 years old, and the median year built of 30 recent sales on the county roll, which does not separate duplexes from 3 to 9 unit buildings, was 1979. Other insurers set their own rules.
How old can a roof be for Florida home insurance?
Under s. 627.7011(5) of the Florida Statutes, an insurer cannot refuse to issue or renew a homeowner policy solely for roof age when the roof is under 15 years old. At 15 years or more, it cannot refuse solely on age if an owner-paid inspection finds at least 5 years of useful life. Carriers add their own rules.
What is a wind mitigation inspection?
A licensed inspector records roof shape, covering, deck attachment, roof-to-wall connection, secondary water resistance and opening protection on form OIR-B1-1802. The Rev. 04/26 edition has been required since April 1, 2026, and a completed form is valid for up to 5 years if the structure has not changed. The insurer sets any premium credit.
Do Naples duplexes need separate electric meters?
Florida Public Service Commission Rule 25-6.049 requires individual electric metering by occupancy unit, with listed exceptions for master metering. Expect two meters on a duplex, and confirm the count, which unit each serves and whether water is billed on one account or two. A single-meter building may need an electrical permit to convert.
How do I look up permits on a Naples duplex?
For unincorporated Collier use the CityView portal at cvportal.collier.gov, where permits from 1989 to 2011 are held in CD-Plus and older documents are on the property card. Inside City of Naples limits use the City’s public permit portal. Collier notes that open permits may impact a sale, so check before closing.
Does lead paint matter on a Naples duplex built before 1978?
Yes, if you rent it. Under 40 CFR Part 745, Subpart F, sellers and landlords of pre-1978 housing must disclose known lead-based paint and give the EPA pamphlet before a buyer or tenant is obligated, and the lessor keeps the signed lease attachment at least 3 years. A landlord is not required to order a paint inspection.
What happens to tenant deposits when you buy a rented duplex in Naples?
Under s. 83.49(7) of the Florida Statutes, security deposits and advance rents move to the new owner with an accounting at transfer of title, and there is a rebuttable presumption that the new owner received the deposit, limited to one month’s rent. Ask for the leases, the rent roll and the deposit ledger before closing.
Can you rent a Naples duplex short term?
It depends on the address. The City of Naples requires rental terms of 30 days or longer, with up to three shorter rentals a year, while unincorporated Collier County lets owners register under Ordinance 2021-45, with fines up to $500 per violation per day. Confirm the parcel’s jurisdiction first.
What is the tourist tax in Collier County?
Collier County’s tourist development tax is 5 percent. A referendum on the November 3, 2026 ballot would raise it to 6 percent effective January 1, 2027 if approved; it is pending, not decided. Stays of six months or less also carry Florida sales tax, so short-term stays owe both.
Are new duplexes being built in Naples?
Few are. The Census Building Permits Survey counted 4 two-unit buildings in Collier County in 2025 and 54 from 2018 to 2025, against 25,042 one-unit buildings, though side-by-side homes separated by a ground-to-roof wall are counted as one-unit. Most Naples duplexes for sale are therefore resale buildings.
What impact fees apply to a new duplex in Collier County?
As of May 1, 2026 the county’s schedule shows $22,835.95 per low-rise multi-family unit and $34,051.97 for a single-family house, before fire fees, with a water and sewer step on December 1, 2026. How the county classifies a given duplex should be confirmed with its online Impact Fee Calculator.
Can you split a Naples duplex into two properties?
Sometimes. An owner can record a condominium declaration under s. 718.104, split the lot where district minimums allow, or replat under chapter 177, and each route needs lender consent and local approval. Collier charges $250 to review a lot split. Ask a Naples closing attorney before listing the halves separately.
What is the 50 percent rule for a flooded Naples duplex?
In a Special Flood Hazard Area, repairs that equal or exceed 50 percent of the structure’s market value, land excluded, require the whole building to meet current flood elevation and code rules, per Collier County floodplain management. The City of Naples uses the same test, and staging the work does not avoid it.
Does Florida make sellers disclose flooding?
Yes. Section 689.302 of the Florida Statutes requires a seller of residential property to give a flood disclosure at or before signing the contract, covering flood damage during the seller’s ownership, any flood insurance claim including NFIP claims, and any FEMA assistance. Ask for it on every Naples duplex.
Is a duplex a better Naples rental than a condo?
Neither is better in general; they differ as products. A duplex gives two leases and control of the roof, with FHA financing up to $979,000 for two units. A condo gives one lease and an association that sets dues and leasing rules. Compare them in the decision table above.
