Key takeaways for Barefoot Beach home buyers
- Two price layers, never mixed. Collier County recorded 13 single-family sales at a $3,875,000 median and 16 condo sales at $1,300,000 in the 12 months to October 2, 2026 (Collier recorded qualified sales).
- The market moved in two directions. The county condo median fell from $1,937,500 to $1,300,000 against the prior 12 months, while the single-family median rose from $3,450,000 to $3,875,000. The records give no cause.
- Supply on October 21, 2026: 38 active listings from $1,200,000 to $14,900,000, with a $2,547,500 median ask (Southwest Florida MLS). Asking prices are not sale prices.
- Every addressed parcel we tested is in a mapped flood zone: 597 in AE and 71 in VE, none in X, among 668 addressed parcels (FEMA, October 27, 2026).
- The tax rate sits below the City side of the island. Collier's 2025 final total for the Barefoot Beach millage areas was 9.5058 mills, against 12.7970 for the City of Bonita Springs district, a gap of $3,291.20 a year per $1,000,000 of taxable value.
- The gate is a recorded covenant. The 2009 Turnover Agreement says the Master Association must staff the guardhouse 24 hours a day, seven days a week.
- Lease minimums differ by neighborhood, from 30 to 90 days in the recorded documents we read, so the declaration for a specific home controls any rental plan.
- All 668 addressed parcels sit in Hurricane Evacuation Zone A, and Collier's monthly permit reports show at least 18 new single-family building permits issued from 2020 to September 2026.
Where is Barefoot Beach, and is it in Bonita Springs or Naples?
Barefoot Beach is in unincorporated Collier County with a Bonita Springs mailing address, ZIP 34134. Collier's park pages write "Naples" on the Preserve address, 505 Barefoot Beach Boulevard, but the City of Bonita Springs line stops at the county line, so Barefoot Beach pays no city levy. Data updated: October 2026.

For the other places in the city, see Bonita Springs communities.
Is Barefoot Beach in Collier County or Lee County?
Barefoot Beach is in Collier County. All 681 parcels inside the gate sit in the Collier County parcel layer, with a municipal millage of zero, and the Lee County line runs at Bonita Beach Road. Bonita Beach to the north is in Lee County and inside the City of Bonita Springs.
Is Barefoot Beach a gated community?
Yes. Barefoot Beach has a guardhouse at the Bonita Beach Road end of Barefoot Beach Boulevard. The recorded 2009 Turnover Agreement (OR 4519 PG 1839) says the Master Association must "staff the Guardhouse twenty four (24) hours per day, seven (7) days per week." That is a recorded covenant, stated here as a fact of the documents and not as a claim about anything else.
The public reaches Barefoot Beach Preserve through the gate under a recorded State easement (OR 1376 PG 279). This page does not describe gate procedure or hours, because no first-party source we read states them. For other gated communities in the city, see Bonita Springs gated communities.
What is the road called?
The road is Barefoot Beach Boulevard on addresses and signs, and the recorded plats show it as Lely Beach Boulevard, Tract R. The Turnover Agreement legal description uses both names with "a.k.a." between them, and Collier's Access page writes Lely Barefoot Boulevard. The Master bylaws describe the roadway as approximately 1.8 miles to the Preserve entrance.
Is Barefoot Beach Preserve part of Barefoot Beach?
No. The Preserve is a Collier County park at the south end, reached only through the community road. The Turnover Agreement (section 11(d)) bars the Master Association from permitting public parking on or next to that road, so public parking sits only at the county lots at the two ends. The beach section below has the 2026 fees and hours.
What Barefoot Beach homes are for sale right now?
On October 21, 2026, the Southwest Florida MLS showed 38 active and 2 pending or contingent Barefoot Beach listings, with asks from $1,200,000 to $14,900,000 and a $2,547,500 median ask. Barefoot Beach Club condominiums were 17 of the 38. Asking prices are not sale prices. Data updated: October 2026.
The grouping below follows the county street grouping, not the MLS subdivision field. Two homes at 220 and 232 Barefoot Beach Blvd are Bayside homes of the Bayfront Gardens plat even though the MLS files them under "Barefoot Beach", so they sit in the Bayfront Gardens row. What do Barefoot Beach homes sell for?
Barefoot Beach homes sell in two price layers. Collier County recorded 13 single-family sales at a $3,875,000 median and 16 condo sales at $1,300,000 in the 12 months to October 2, 2026; the MLS counted 19 single-family or villa closings at $3,850,000 and 18 condo closings at $1,200,000. Data updated: October 2026.
The county layer is Collier County recorded qualified (arm's-length) sales, newest October 2, 2026. The MLS layer is Southwest Florida MLS closings pulled October 21, 2026. We tracked every Collier recorded qualified sale inside the gate for the last 60 months for this page. The two layers do not match sale for sale, so each has its own table and this page never compares dollars per square foot across them. The county condo median fell from $1,937,500 in the prior 12 months to $1,300,000, and the MLS condo median fell from $1,875,000 to $1,200,000. The county single-family median rose from $3,450,000 to $3,875,000, and the MLS figure rose from $3,026,000 to $3,850,000. The records give no cause for either move.

The roll heated area can differ from the MLS living area for the same address. The MLS lists 205 Barefoot Beach Blvd at 5,637 square feet of living area against 2,934 on the county roll, so ask for the permit set or an appraisal when you compare homes by size.
Gulf-front, interior lane and bay-side homes: why the label changes the price
Barefoot Beach has Gulf-side, interior and bay-side homes, and the label separates their prices. Barefoot Beach Club I and III sit entirely on the Gulf side of the boulevard, Club II is half Gulf side and half east side, and Club IV is on the east side only. Southport on the Bay, Bayfront Gardens and Barefoot Bay are bay side.
For the beach lanes and Barefoot Estates, the plat geometry measured for the Lely Barefoot Beach page counts 20 Gulf-front homes that touch the platted beach tract, 48 interior lane homes that reach the beach through their block's Beach Garden and 17 on the boulevard. In the Collier 24-month data, Southport on the Bay had 17 sales at a $3,700,000 median, and Barefoot Beach Club II had 10 at $1,218,750. Ask which side of the boulevard a listing is on before you compare two prices.
What do vacant lots in Barefoot Beach sell for?
Collier's roll shows 29 vacant parcels inside the gate: 12 on the beach lanes, 11 in Southport on the Bay and 6 in Bayfront Gardens. The latest recorded vacant-lot sale is 108 Hispaniola Ln at $5,500,000 on June 29, 2026, recorded as land, and Collier issued a demolition permit for that address on July 16, 2026.
Earlier lane lots recorded $4,500,000 (May 30, 2023) and $6,630,000 (104 Guadeloupe Ln, August 5, 2021). Southport lots recorded $1,825,000 (185 Topanga Dr, October 2022) and $2,450,000 (183 Topanga Dr, May 2022), and a Bayfront Gardens lot at 213 Bayfront Dr recorded $3,175,000 in June 2023. Check the flood zone, the coastal construction control line and the permit history before you price a lot; the storm section below covers each. For land elsewhere in the city, see Bonita Springs land for sale.
Which neighborhoods are inside the Barefoot Beach gate?
Eight member entities sit under the Barefoot Beach Master Association: the Barefoot Beach Club condominiums, the Villas, the Cottages, Bayfront Gardens, Bayside, Southport on the Bay, the property owners association for the beach lanes and Barefoot Estates, and The Club at Barefoot Beach. Barefoot Bay and the Boat Club sit outside the gate. Data updated: October 2026.

The 681 parcels inside the gate break down as 348 Club condominiums, 50 Villas, 15 Cottages, 212 single-family homes (27 in Bayfront Gardens and Bayside, 100 in Southport, 6 in Barefoot Estates and 79 on the lanes), 29 vacant lots and 27 parcels in other classes, mostly common tracts. For more communities in the city, see Bonita Springs communities. Flood notes below come from FEMA's national flood hazard layer, queried at parcel centroids on October 27, 2026, so they describe a sample or a site, not every building. Recorded transfers are deeds over $100,000 that are not necessarily qualified sales, so they are price bands and never a market median. Lease minimums are as recorded in association documents we read, and the current declaration controls.
Barefoot Beach Club I, II, III and IV
The Barefoot Beach Club is 12 buildings and 348 condominiums on Barefoot Beach Boulevard: Club I is 253, 255 and 257; Club II is 260, 261, 262 and 263; Club III is 265, 267 and 269; Club IV is 264 and 266. State elevator records show seven levels, and the club's own site lists two pools and a clubhouse. Sunbiz lists separate associations: Club I N35957, Club II N40239, Club III N41452, Club IV N48856 and the umbrella owners association N35955.
Clubs I and III are entirely Gulf side, Club II is half Gulf side and half east side, and Club IV is east side only. At the county's building points FEMA shows the Club buildings in AE with base flood elevations of 10 or 11 feet, and VE 12 touches or lies within about 13 meters of seven Gulf-side buildings; the elevation certificate for each unit settles it. Recorded transfers since October 27, 2021: Club I 14 (median $2,625,000), Club II 20 ($1,366,250, from $750,000 to $4,000,000), Club III 18 ($2,180,000, with one $191,400 outlier) and Club IV 8 ($1,840,000). The recorded Club lease terms we read allow three leases a year at a 30-day minimum. On October 21, 2026, 17 Club units were listed.
Milestone inspections and structural integrity reserve studies (SIRS) follow the statutes. Section 553.899 sets the first inspection by December 31 of the year a building of three or more habitable stories turns 30, and section 718.112(2)(g) required a SIRS by December 31, 2025, with an outer limit of December 31, 2026 when it is done with a milestone inspection due by then. Collier County's public milestone map (last edited October 20, 2026) lists six Club buildings as Milestone Completed and six as Milestone Delinquent, a county label it does not define on the map, so a buyer asks for the milestone summary and the SIRS before the rescission period ends. The seven-day review of the documents is covered in the buying section. For other condominiums in the city, see Bonita Springs condos for sale; the Barefoot Beach Club condo page carries the building-by-building detail.
The Villas at Barefoot Beach
The Villas are 50 party-wall villas on Barefoot Cir at the north end of the community, on the Gulf side of the boulevard, where the association's common land reaches the beach. The county roll codes the parcels as condominium use, while the recorded 2002 Amended and Restated Declaration (OR 2970 PG 2281) makes them fee-simple parcels under The Villas at Barefoot Beach Homeowners' Association, Inc. The full detail, from Board approval of sales to the recorded lease limits, is on Villas at Barefoot Beach for sale. The roll dates them from 1989 to 2002, with a median of 1991 and a median heated area of 2,136 square feet.
FEMA shows Zone AE on all 51 Barefoot Cir parcels, with base flood elevations of 10 to 12 feet. Recorded transfers since October 27, 2021: 9, median $2,000,000, from $1,500,000 to $5,500,000. The recorded lease terms we read give a 30-day minimum, and four were listed on October 21, 2026, from $1,495,000 to $5,795,000.
The Cottages at Barefoot
The Cottages at Barefoot is a condominium of 15 detached homes on Shell Dr, on Tract 5 of Lely Barefoot Beach Unit 4. The county roll dates most of the units to 2023, a date that conflicts with the late-1990s construction other records describe, so ask for the certificate of occupancy. The median heated area on the roll is 2,962 square feet.
At the site centroid FEMA shows AE with a base flood elevation of 10 feet; a footprint-level reading may differ. One recorded transfer since October 27, 2021: $5,500,000 for 165 Shell Dr in June 2026, which the MLS also shows closing on June 26, 2026 after 3 days on market. No Cottages listing was active on October 21, 2026. The Club at Barefoot Beach is a separate member-owned club next door at 105 Shell Dr, and we found no recorded lease minimum for the Cottages.
Bayfront Gardens and Bayside at Barefoot Beach
Bayfront Gardens and Bayside share one plat, recorded as Plat Book 14, Pages 114 to 117 on March 1, 1988 (a lead the roll's plat name supports), with two homeowners associations. Bayfront Gardens covers Bayfront Dr, and Bayside covers lots 1 to 10 at 220 to 242 Barefoot Beach Blvd. The roll holds 35 parcels: 27 single-family homes, 6 vacant lots and 2 others, with a median lot of 0.27 acre and a median year built of 2013. Listings, every recorded sale, both declarations and the dock permits are on Bayfront Gardens homes for sale.
FEMA shows AE at 10 feet for all 27 homes. Recorded transfers since October 27, 2021: 8, median $5,025,000, from $2,300,000 to $6,650,000. The recorded Bayside terms give a 30-day minimum, and six homes were listed on October 21, 2026, from $3,895,000 to $6,495,000. Ask for any dock permit and the lot's seawall history.
Southport on the Bay
Southport on the Bay has 100 single-family homes among 112 parcels on the 2026 roll, on Southport Cv, Topanga Dr, San Mateo Dr and Malibu Cv; the rest are three private vacant lots, one lot under construction and association common parcels. Southport Cove is a street of the community, not a separate one. The roll shows four plats: Unit One, Unit 2, Unit 2A and Unit 2B. The median lot is 0.30 acre, the median year built 2014 and the median heated area 2,797 square feet.
Southport is bay side, with a property owners association (Sunbiz N28018, 1988) and a separate dock owners association (N94000006293, 1994). FEMA shows AE at 10 feet on 28 of 30 sampled parcels and at 11 feet on 2. Recorded transfers since October 27, 2021: 38, median $3,650,000, from $1,825,000 to $7,000,000. The recorded leasing terms (OR 5640 PG 3564, 2019 rules) give a 60-day minimum and no more than three leases a year. Nine homes were listed on October 21, 2026; the Southport on the Bay page has the street-by-street detail.
Barefoot Estates
Barefoot Estates is a seven-homesite replat of Lely Barefoot Beach Unit One, Block E (Plat Book 25, Pages 1 to 2, recorded April 10, 1995), with covenants at OR 2120 PG 1745. The roll shows six homes on Felipe Ln (4 parcels), Saint Eustacius Ln (2) and one Barefoot Beach Blvd address, with a median year built of 2000 and a median heated area of 2,600 square feet.
A lead says the enclave has no stand-alone association, because its Beach Garden E association merged into the beach lanes property owners association on March 27, 2000. FEMA shows AE at 10 to 12 feet and one lot in VE at 13 feet. Recorded transfers since October 27, 2021: 2, at $7,800,000 and $16,100,000. Covenant leads pair a one-month minimum with the association's 90-day rule, so ask which governs. No Barefoot Estates listing was active on October 21, 2026.
The beach lanes (Lely Barefoot Beach Units 1 to 5)
The beach lanes are 79 single-family homes, 12 vacant lots and 22 other parcels on Barefoot Beach Blvd and the island-named lanes: Anguilla, Bonaire, Curacao, Dominica, Felipe, Guadeloupe, Hispaniola, Inagua, Jumento Cay, Kaula, Saint Eustacius and Saint Lucia. Unit One is Plat Book 12, Pages 34 to 37 (filed August 7, 1978) and Unit Two is Plat Book 15, Pages 71 to 72. The roll shows a median year built of 2008, a median heated area of 2,352 square feet and a median lot of 0.20 acre.
FEMA sampled 27 of the 79 homes: AE at 10 feet on 8, at 11 feet on 11, at 12 feet on 4, VE at 12 feet on 1 and VE at 13 feet on 3. Many lane lots appear to lie seaward of Collier's 1989 control line on the state's screening map, so check each lot before planning new building or a pool, which may need a state permit. Recorded transfers since October 27, 2021: 20, median $7,925,000, from $1,065,000 to $15,500,000; since October 27, 2023: 6, median $8,375,000. The beach lanes property owners association has 136 platted shares and a 2009 amended declaration (OR 4430 PG 3692). Recorded leads give a 90-day minimum, one lease a year and board approval of each sale within 30 days. Two lane homes were listed on October 21, 2026. Every recorded sale, the 2009 Declaration's sale-approval and leasing rules, the state coastal line and the flood zones by position are on Lely Barefoot Beach homes for sale.
Outside the gate: Barefoot Bay and Barefoot Boat Club
Barefoot Bay is 13 parcels on Barefoot Bay Ct, nine of them homes, outside the Master Association gate, with a median lot of 0.12 acre. FEMA shows AE at 10 feet on 8 of the 9 homes and at 11 feet on 1. Recorded transfers since October 27, 2021: 2, at $3,100,000 and $3,475,000, and the recorded terms we read give a 30-day minimum. It is not the Barefoot Bay in Brevard County.
Barefoot Boat Club is a condominium of 108 boat units, 90 dry storage units and 18 wet slip units under a 1996 declaration (OR 2197 PG 88), with a 2.14-acre site outside the gate. They are storage units, not dwellings, and Barefoot Pelican, a Vanderbilt Beach condominium, is a different place.
How do the Barefoot Beach associations, gate and club work?
The Barefoot Beach Master Association, Inc. owns the boulevard and carries the guardhouse duty, and membership is mandatory for its eight member entities. It assesses those entities quarterly by door count, so an owner pays the Master share through their own association. There is no single Barefoot Beach HOA. Data updated: October 2026.
The recorded Amended and Restated Bylaws (adopted December 15, 2004, recorded at OR 4675 PG 2424 on April 27, 2011) say members cannot resign, set 12 delegates, 17 weighted votes and 716 doors for assessment purposes, and let the Master levy regular quarterly assessments and special assessments against each member entity. Default interest is 18 percent, and amending the bylaws takes 66 and 2/3 percent of all weighted votes. No dollar figure is published in the recorded bylaws.
Member entities of the Master Association (bylaws Exhibit A, as recorded)
| Member entity | Doors | Weighted votes |
|---|---|---|
| Barefoot Beach Club Condominium Owners Association (Clubs I to IV) | 348 (I: 82, II: 126, III: 92, IV: 48) | 8 (2, 2, 2 and 1, plus 1 at large) |
| Barefoot Beach Property Owners Association (lanes and Barefoot Estates) | 136 | 2 |
| Southport on the Bay Property Owners Association | 104 | 2 |
| Villas at Barefoot Beach Homeowner's Association | 50 | 1 |
| The Club at Barefoot Beach (formerly Miramar Beach and Tennis Club) | 30 | 1 |
| Bayfront Gardens Homeowner's Association | 23 | not captured |
| The Cottages at Barefoot Beach Condominium Association | 15 | not captured |
| Bayside at Barefoot Beach Homeowner's Association | 10 | not captured |
| Total | 716 | 17 |
The Barefoot Beach Property Owners Association (136 shares) runs the single-family lanes and Barefoot Estates; its articles date to November 15, 1978 (OR 783 PG 1283) and were amended and restated on February 9, 2009 (OR 4430 PG 3736). The Master's assets include the boulevard portions of Tract R and Lot 5 and three Tract 2 parcels deeded in by the Club, Cottages and Miramar entities.
What are Barefoot Beach HOA fees?
No Barefoot Beach association publishes a dollar assessment in its recorded documents, and fees differ by neighborhood. The estoppel certificate for a specific home states them, along with any unpaid amounts, special assessments and transfer charges. This page prints no association dollar figure for that reason.
- Condominiums: section 718.116(8) requires the estoppel within 10 business days, with a statutory base fee of $250 plus $100 if delivered within 3 business days, adjusted for inflation by the state, and the payer is set by the contract.
- Homeowners associations: section 720.30851 governs the estoppel for the Villas, Southport, Bayfront Gardens, Bayside and the beach lanes.
- Capital contribution: none is published for any Barefoot Beach association; the estoppel settles it.
- Transfer and resale charges: leads from recorded documents say the Club master declaration (OR 4612 PG 3203) allows a transfer fee up to the statutory maximum and gives the board 10 business days to act, and a 2010 amendment lets the lanes association set a resale assessment. Read the current documents.
- Listing-entered fee fields are agent-entered and queued for a later MLS pull, so they are not association facts.
Is The Club at Barefoot Beach included with a home?
The Club at Barefoot Beach is separate from the condominiums called Barefoot Beach Club. It is a private, member-owned club at 105 Shell Drive, one of the eight member entities with 30 doors in the Master bylaws, and the bylaws list its predecessor name, Miramar Beach and Tennis Club. The club's site gives a membership capacity of 425 and says it is temporarily not accepting waitlist applications as of June 1, 2026.
The club's membership and About pages do not tie membership to owning a Barefoot Beach home or a deed, and they name no initiation fee or dues, so whether membership comes with a purchase is a question for the club. A 2025 county interpretation records the applicant's statement that 50 percent of the club's members live outside the PUD; that is the applicant's statement, not a county finding.
What are the lease minimums?
Lease minimums differ by neighborhood, and the recorded documents we read range from 30 to 90 days.
| Neighborhood | Minimum stay | Leases a year | Instrument |
|---|---|---|---|
| Barefoot Beach Club | 30 days | Three | Recorded document lead |
| Villas at Barefoot Beach | 30 days | Four | Recorded document lead |
| Bayside at Barefoot Beach | 30 days | Not captured | Recorded document lead |
| Barefoot Bay (outside the gate) | 30 days | Not captured | Recorded document lead |
| Southport on the Bay | 60 days | Three | 2019 rules, OR 5640 PG 3564 |
| Beach lanes | 90 days | One | Recorded document lead, with board approval of each sale within 30 days |
These minimums are as recorded in the association documents; confirm the current declaration and rules before an offer. State law bars a county from setting rental minimums for vacation rentals, but a private covenant is a different layer, which the rentals section explains.
How does boating work from Barefoot Beach?
Boats from Barefoot Beach reach the Gulf through Little Hickory Bay and Wiggins Pass, and on the charted route no fixed bridge sits between the docks and the pass, so check the NOAA chart. Manatee zones cover the bay and pass, and Florida State Parks lists a Wiggins Pass maintenance dredge effective September 25, 2026. Data updated: October 2026.
NOAA's Coast Pilot calls Wiggins Pass "subject to frequent changes," and this page prints no depth because none of the first-party records we read gives a current one. Collier's September 10, 2026 Coastal Advisory Committee agenda lists a Wiggins Pass dredging line of $1,600,000 in the fiscal 2027 budget, and Collier opened bids on the Wiggins and Doctors Pass maintenance dredging project on May 22, 2026. Use the state park's page for the current status.
Manatee speed zones, Florida Administrative Code 68C-22.023 (Collier County zones), summarized
| Zone | Speed | Water |
|---|---|---|
| (c)(1) | Slow speed, year round | Little Hickory Bay and Bonita Shores area, from the Lee County line south |
| (c)(2) | Slow speed | Wiggins Pass and Vanderbilt Lagoon area: Wiggins Pass, Wiggins Bay, Water Turkey Bay, Vanderbilt Lagoon |
| (d)(1) | 20 mph | Little Hickory Bay south of the Bonita Shores line and north of the narrow section above Wiggins Pass, except the marked channel |
| (d)(2) | 20 mph | Cocohatchee River area |
| (e)(1) | 30 mph | Marked channel, Little Hickory Bay and Wiggins Pass, south of the Lee and Collier line |
FWC states that its maps are visual aids and the rule text prevails, so copy exact coordinates from the rule or the FWC map before you run a route. The Coast Pilot also lists a fixed highway bridge between Big Hickory Island and Little Hickory Island with 10 feet of vertical and 40 feet of horizontal clearance; it serves the northern Big Hickory Pass route, not the Wiggins Pass route.
Docks, marine permits and storage
- Southport on the Bay and Bayfront Gardens are bay side. Whether a given lot has a dock, lift or seawall is a lot-level fact, so check the permit history and the dock association's documents.
- A county official interpretation dated July 8, 2025 (INTP-PL20250005504) states that docks are permitted in the community recreation tract, Tract 3 of Barefoot Beach Unit 4, under PUD Section 12.2, and that sections 12.9 and 20.3.6 protect wetlands. It is a land-use interpretation, not a lawsuit.
- Collier's monthly permit files show marine permits at Barefoot Beach addresses: 2 in 2021, 12 in 2022, 10 in 2023, 6 in 2024, 3 in 2025 and 2 through September 2026. The counts are floors, because the 2021-06 and 2023-12 files are missing.
- Barefoot Boat Club holds 90 dry storage units in one enclosed building and 18 wet slip units over Little Hickory Bay (OR 2197 PG 88, recorded June 20, 1996). The declaration also lists a clubhouse of about 2,000 square feet, a pool, a boat ramp and six wet slips for temporary mooring, and the land tenure is sovereignty submerged land leases. Class A members are all unit owners. Current fees and availability were not collected.
Public ramps near Barefoot Beach (fees as published, check the date)
| Ramp | Facts |
|---|---|
| Cocohatchee River Park, 397 Dockside Dr | Four launch lanes, Gulf access via Wiggins Pass, open 6 a.m. to sunset |
| Delnor-Wiggins Pass State Park | Ramp into Water Turkey Bay, $6 per vehicle, 8 a.m. to sunset, lot closes periodically when full |
| Collier boat ramp permits | $100 resident and $250 non-resident for motorized use; $10 for a daily motorized launch, as published |
What should Barefoot Beach buyers know about flood zones and storms?
Barefoot Beach has no addressed parcel outside a FEMA flood hazard area. Of 668 addressed parcels tested on October 27, 2026, 597 are in zone AE and 71 in zone VE, and none is in X. The Collier map panels took effect February 8, 2024, and an elevation certificate settles any single building. Data updated: October 2026.
FEMA zone and base flood elevation, 668 addressed parcels at parcel centroids (National Flood Hazard Layer, October 27, 2026)
| Zone and base flood elevation (ft NAVD88) | Parcels |
|---|---|
| AE 10 | 322 |
| AE 11 | 254 |
| AE 12 | 21 |
| VE 12 | 63 |
| VE 13 | 8 |
| X or none | 0 |
The effective Collier panels are 12021C0178J, 12021C0179J and 12021C0187J, all effective February 8, 2024. VE concentrates at one large Club site, where 58 unit parcels share one polygon, and on single lots of the Gulf-end lanes (Felipe, Guadeloupe, Inagua, Jumento Cay, Kaula, Curacao and Saint Lucia). Barefoot Beach Blvd holds 213 AE and 59 VE parcels, and Bonita Beach Rd, Barefoot Cir, Southport Cv, Topanga Dr, Bayfront Dr, San Mateo Dr, Shell Dr and Barefoot Bay Ct are all AE. Base flood elevation steps from 10 to as much as 16 feet within a few hundred feet on a coarse grid, so a flat statement about the whole community is wrong. The count is parcels, not buildings, because condominium unit parcels share a polygon, a centroid test can misplace a building on a long lot, and FEMA can revise its maps. The lender's flood determination for a specific building controls.
What Hurricane Ian and later storms did here. The National Hurricane Center reports maximum inundation of "8 to 12 ft AGL" in Estero, Bonita Beach, Bonita Springs and North Naples during Hurricane Ian on September 28, 2022, and a water level sensor at Delnor-Wiggins Pass State Park read roughly 10 feet. The Florida Department of Environmental Protection graded Barefoot Beach's shoreline (monuments R1 to R16) erosion Condition IV after Ian in its August 2023 report, and again after Helene and Milton in its March 2025 report, which also records countywide beach width losses of 20 to 30 feet and 2 to 6 feet of sand pushed onto the dune crest zone. The Preserve reopened on November 24, 2023, as reported by local news.
Beach work. The state's August 2025 critically eroded beaches report lists Collier segment R1 to R9 (1.6 miles) as critical. A March 2025 recovery plan recommended dune nourishment of about 36,948 cubic yards at R-1 to R-9, and whether it was built is unconfirmed. Collier's October 2026 renourishment of more than 208,000 tons of sand is for Naples Beach, not Barefoot Beach, and the September 10, 2026 Coastal Advisory Committee agenda lists no Barefoot Beach beach-fill project.
How does the Collier County 50 percent rule work?
Collier Ordinance 2019-01 treats a repair, addition or other improvement costing 50 percent or more of a building's market value before the work starts as substantial improvement, and if a building suffered substantial damage, any repairs count as substantial improvement. Collier's floodplain FAQ says there is "no waiting period" once a permit closes with a certificate of occupancy, and all planned work within the permit scope counts. That makes the test per permitted project, not a running ledger.
The City of Bonita Springs, on the Lee County side of the island, counts cumulatively over a five-year window that opens at the first permitted improvement after November 18, 1992. A building that must meet the rule has to meet current flood construction standards. Ask the county floodplain office for the permit history before you plan a renovation.
Do you need flood insurance in Barefoot Beach?
Every addressed parcel we tested is in a special flood hazard area, so a federally regulated lender requires it. Separately, Florida law requires Citizens Property Insurance to condition coverage of personal lines residential policies on flood coverage (Florida Statutes 627.351(6)(aa)). Condominium unit-owner (HO-6) policies and policies without wind are exempt.
| Population | Flood coverage must be in place |
|---|---|
| New Citizens personal lines residential policies in the special flood hazard area | At issuance on or after April 1, 2023 |
| Renewals in the special flood hazard area | By renewal on or after July 1, 2023 |
| Other dwellings, replacement cost $600,000 or more | Policies effective on or after January 1, 2024 |
| $500,000 or more | January 1, 2025 |
| $400,000 or more | January 1, 2026 |
| All other personal lines residential | January 1, 2027 |
Collier's unincorporated area has participated in the Community Rating System since October 1992 at Class 5, which FEMA's table maps to a 25 percent discount on National Flood Insurance Program premiums, and Barefoot Beach gets the county class because it is unincorporated. No public source publishes a Barefoot Beach premium, so this page prints none. Get quotes inside the inspection period.
What is the elevation standard for rebuilding?
Collier requires the lowest horizontal member of residential construction at or above base flood elevation plus 12 inches, and the county's floodproofing page says dry floodproofing is not permitted in V zones. Seaward of the state's coastal construction control line, a Florida Department of Environmental Protection permit also applies. Collier's line was recorded June 29, 1989 (Construction Setback Line book 1, pages 26 to 36), and Gulf-side lots usually sit seaward of it, which adds a state permit to new building and major work. The recorded map or a survey settles each lot. The line is a jurisdictional line, not a ban.
The state's permit layer shows these single-family dwelling permits on the Gulf lanes and Shell Dr since 2019, nine in all.

What is the hurricane evacuation zone?
All 668 addressed parcels returned Zone A in Collier County's evacuation layer on October 27, 2026. Florida's Know Your Zone page describes Zone A as the zone most likely to be evacuated first. Check your address on the Collier County emergency assistance page, which links the address lookup and current orders. This page lists no shelters and no travel times.
How much rebuilding has happened since 2020?
Collier's monthly issued-permit reports show at least 18 new single-family building permits at Barefoot Beach addresses from 2020 to September 2026: 6 in 2020, 3 in 2021, 4 in 2022, none recorded in 2023, 4 in 2024, 1 in 2025 and none in 2026. These counts are floors, because the 2019, June 2021 and December 2023 files are missing from the county's posted set. The same files show at least 23 demolitions of one- and two-family homes: 6 in 2020, 4 in 2021, 5 in 2022, 4 in 2023, 1 in 2024 and 3 in 2026. Separately, the county roll shows 30 single-family parcels with a year built of 2023 or later.

Five addresses with 2022 or 2023 demolitions (108 Bonaire, 105 Saint Eustacius, 105 Hispaniola, 108 Guadeloupe and 205 Bayfront) show no principal building permit in the posted files, and the cause is not established; the county's permit portal by address settles it. This page names no owners.
What does it cost to own a home in Barefoot Beach?
Owning in Barefoot Beach starts with Collier's 2025 final millage of 9.5058 mills for the millage areas used inside the gate, or $950.58 a year per $100,000 of taxable value before exemptions and non-ad valorem lines. The worked examples below use the county medians. Data updated: October 2026.
Millage, Collier unincorporated areas 3, 143 and 167 (all three carry the same stack), 2025 final
| Taxing authority | Mills |
|---|---|
| Collier General Fund | 3.0107 |
| Water Management Fund (South Florida Water Management District) | 0.0948 |
| Big Cypress Basin | 0.0978 |
| School Board, state law | 2.0010 |
| School Board, local board | 2.2480 |
| Collier Mosquito Control | 0.1349 |
| North Collier Fire Control | 1.0000 |
| Unincorporated General MSTD | 0.6844 |
| County Water Pollution Control | 0.0246 |
| Conservation Collier | 0.2096 |
| Total | 9.5058 |
No beach or beautification MSTU applies to these three areas, and the county has no municipal levy here. For 2026, the Collier parcel layer shows 9.4020 mills, labeled PRELIMINARY, and the Lee County 2026 adopted rate for the City district is 12.7942 mills, so always read the year printed beside a rate. The comparison below uses 2025 with 2025.
Barefoot Beach against the City side of the island, 2025 final millage
| Item | Barefoot Beach (Collier) | Bonita Beach (Lee district 017, City of Bonita Springs and Bonita Springs Fire) |
|---|---|---|
| Total mills | 9.5058 | 12.7970 |

| School, state law | 2.0010 | 3.0710 |
| Fire | 1.0000 (North Collier) | 1.9466 (Bonita Springs Fire) |
| Difference | 3.2912 mills, or $3,291.20 a year per $1,000,000 of taxable value |
Collier's unincorporated MSTD (0.6844) and Conservation Collier (0.2096) partly offset the gap. Neither figure includes non-ad valorem assessments, association dues or insurance, and taxable value depends on exemptions and the Save Our Homes cap, so this is not a tax bill.
Worked examples. Both assume taxable value equals the price and no exemptions, which makes the tax an upper bound, and an 80 percent loan. They use the Collier recorded medians.

| Same price at the Lee 2025 rate (12.7970) | $16,636.10 | $49,588.38 | Price x 12.7970 / 1,000 |

| Mortgage documentary stamps | $3,640 | $10,850 | $0.35 per $100 of the loan; buyer |
| Intangible tax | $2,080 | $6,200 | 0.2 percent of the loan; buyer |
| Owner's title premium | $5,825 | $12,262.50 | Florida promulgated rate; in Collier the buyer customarily pays and chooses the closing agent, and the contract controls |
| Lender's title premium (simultaneous issue) | $25 | $25 | Rule 69O-186.003 minimum; buyer |
| Down payment (20 percent) | $260,000 | $775,000 | Assumption |
| Cash at closing before variable lines, on that custom | $271,570 | $804,337.50 | Down payment + mortgage stamps + intangible tax + lender's policy + owner's policy |
The owner's premium is $575 on the first $100,000, plus $5.00 per $1,000 on the next $900,000 ($4,500), plus $2.50 per $1,000 above $1,000,000. At $1,300,000 that is $575 + $4,500 + $750 = $5,825, and at $3,875,000 it is $575 + $4,500 + $7,187.50 = $12,262.50. Both loans exceed the 2026 conforming limit of $832,750 for one unit (the same in Lee and Collier): the condo loan by $207,250 and the single-family loan by $2,267,250. A cash purchase skips the mortgage stamps, intangible tax and lender's policy. Recording, title search and examination, closing fee, appraisal, lender fees, prepaid items, association dues and insurance are variable lines this page does not estimate, with each fee dated to the rule and the contract that sets it.
Does homestead apply in Barefoot Beach?
Homestead applies only if the buyer makes the home a permanent Florida residence and applies by March 1; a seller's exemption does not carry over. The first $25,000 of assessed value is exempt from all property taxes except special assessments, and Save Our Homes (Florida Statutes 193.155) limits the annual rise in assessed value to 3 percent or the change in the consumer price index if lower, starting the year after homestead is granted.
A change of ownership resets the assessment to just value on January 1 of the following year, so the seller's lower assessed value does not follow the home. A Florida homeowner can port up to $500,000 of the Save Our Homes difference to a new Florida homestead if it is established within three years. Renting the home long term ends the exemption. A statewide homestead measure, Amendment 3, is on the November 3, 2026 ballot and needs 60 percent; check the result before you rely on any exemption figure. Apply through the Collier County Property Appraiser, and read the state rules at the Florida Department of Revenue.
Who supplies water and sewer?
The recorded planned-unit-development ordinance places the land in the Collier County Water-Sewer District service area and says customers connecting to the water and sewer facilities will be customers of the County. Current sewer status by neighborhood (utility sewer or septic) was not confirmed, so check a recent utility bill or the county service-area map. Bonita Springs Utilities serves the Lee County side of the island and the City, not Collier.
What rules apply to rentals, the beach and building in Barefoot Beach?
Barefoot Beach rentals follow four layers: Florida's vacation rental preemption, Collier County registration under Ordinance 2021-45, state and county taxes, and each association's own lease minimum. The recorded association minimums are the controlling limit for most buyers. Sea turtle lighting and coastal construction rules apply to the buildings. Data updated: October 2026.
What does Florida law say, and what does Collier require for short-term rentals?
Florida Statutes 509.032(7)(b) says a local law may not "regulate the duration or frequency of rental of vacation rentals," with an exception for local laws adopted on or before June 1, 2011. In practice, Collier County cannot ban vacation rentals or set minimum stays, but it can require registration and enforce occupancy, building and fire codes. The text is the same in the 2025 and 2026 statute books.
Collier Ordinance 2021-45, effective January 3, 2022, requires registration of a short-term vacation rental rented in increments under 30 consecutive days more than 3 times in a calendar year. Registration is not required for stays of 30 days or more or for three consecutive months to the same renter. The registration number must appear in all advertising, and fines run up to $500 per violation per day for ongoing repeating violations. The City of Naples, Marco Island and Everglades City are exempt, and Barefoot Beach is unincorporated, so the ordinance applies. Guest houses may not be leased or rented (Land Development Code 5.03.03).
Stays of six months or less carry the 5 percent Collier tourist development tax collected by the owner plus the 6 percent state sales tax, and the Florida Department of Business and Professional Regulation requires a license where Chapter 509 applies. A private covenant minimum is not preempted the way a county rule is, so read the lease minimums table above and the current declaration.
What are the sea turtle lighting rules?
Sea turtle season runs May 1 to October 31, and exterior lights must be off or compliant by 9 p.m. under Collier's Sea Turtle Protection Regulations, with a visibility "shadow test" and inspections twice a month. The Collier Parks lighting compliance sheet states the rule. Collier's rules sit in the Land Development Code (Ordinance 2004-41, as amended), and this page prints no section number.
What else applies to Gulf-side lots and visitors?
Dogs are not permitted at Barefoot Beach Preserve. Gulf-side lots usually sit seaward of the state's coastal construction control line, which adds a state permit (see the elevation standard above). Height, density and setbacks are set by the Lely Barefoot Beach PUD ordinance and its amendments (Collier ordinances 77-48, 81-76, 85-21, 85-83, 87-53, 88-63, 94-28, 01-35, 06-22, 11-04, 18-41 and 19-44 in the county's list), so request the current PUD document from Collier Zoning before you plan a build.
How do residents and visitors reach the beach at Barefoot Beach in 2026?
The Barefoot Beach Preserve is open year-round from 8 a.m. to sunset. Without a Collier County Resident Beach Parking Permit, parking costs $10 a day, paid by phone or QR code under the county's September 16, 2026 sheet. The Preserve is the public beach at Barefoot Beach, reached by the community's boulevard. Data updated: October 2026.
- Payment: the county page says "$10 Pay to Park fee without Collier County Resident Beach Parking Permit," payable by credit card, and the county's sheet calls it a flat rate per day.
- Resident permit: free with proof of Collier residency. Full-time residents need the original Collier vehicle registration and a driver license with the same name and a Collier address. Part-time owners need a valid license, a registration or rental agreement and a current Collier tax bill or a warranty deed dated within 3 months of closing, all in the owner's name.
- Docents: in Lot 1 during the 2026 season, 10 a.m. to 2 p.m. Monday and Wednesday through Friday.
- Rentals and food: the county lists beach rentals and sundries daily from 8 a.m. to 5 p.m., with kayak and paddleboard rentals and food and beverage shown as "coming soon."
- Barefoot Beach Access: 20 feet off Bonita Beach Road, with the same $10 pay to park, just north of the Preserve.
- Homes: the lane homes reach the beach through common Beach Garden tracts, and the Club buildings sit on the Gulf side of the boulevard.
- Across the pass: Delnor-Wiggins Pass State Park lies south of Wiggins Pass and is reached by a different road.
- North: Lee County's Bonita Beach Park and Access #10 closed to parking from September 8, 2026 for about 11 months, and the Access #1 lot closes starting November 1, 2026. Lee's Accesses #2 to #9 stay free, and beaches and pedestrian access stay open. See Bonita Beach homes for sale for that strip.
The county lists the Preserve at 342 acres on one page and 345 on another, and this page uses 342. Fees change, so check the county page on the day you visit.
How do you buy a home in Barefoot Beach?
Buying in Barefoot Beach follows Collier County custom with several community-specific checks: the association documents and their review window, the flood and permit records for the building, insurance quotes inside the inspection period, and a contract that says who pays the owner's title policy. Data updated: October 2026.
| Step | What to check | Source and date |
|---|---|---|
| 1. Financing | The 2026 conforming limit for one unit is $832,750 in Collier and Lee. An 80 percent loan on either county median above exceeds it. Conventional guidelines commonly cap second-home loans at 90 percent loan-to-value and investment loans at 85 percent; lenders may set tighter terms | FHFA 2026 limits; Fannie Mae selling guide, read October 27, 2026 |
| 2. Documents | A resale condominium buyer has 7 days (excluding weekends and holidays) to cancel after receiving the documents, which include the milestone inspection summary and the most recent SIRS or a statement that none exists. The estoppel is due within 10 business days. Homeowners associations: governing documents and the estoppel under 720.30851. Association approval of a sale: the declaration sets a review period | Florida Statutes 718.503, 718.116, 720.30851 |
| 3. Property records | Elevation certificate, survey, coastal construction control line position for Gulf-side lots, permit history at Collier, seawall and dock condition for bay lots, wind mitigation form and four-point inspection | Collier and FDEP records; OIR form OIR-B1-1802 |
| 4. Insurance | Get wind, flood and, for condominiums, unit-owner quotes before the inspection period ends | Citizens and OIR |
| 5. Closing | Collier custom: the buyer chooses the closing agent and pays the owner's policy; deed stamps are customarily the seller's. The contract controls | Jesse McGreevy ruling, September 29, 2026 |
| 6. Foreign buyers | FIRPTA on a foreign seller's resale and Florida SB 264 (chapter 2023-33), stated as law below | IRS; Florida Statutes 692.201 to 692.205 |
What financing questions come up on Barefoot Beach condos?
Lenders review a condominium project before lending on a unit, and a project can fail on its reserves, litigation, owner-occupancy mix or critical repairs. Fannie Mae and Freddie Mac will not buy loans on units in projects in need of critical repairs, and Fannie Mae shows such projects as unavailable. For buildings from 1991 to 1995, ask the lender to check the project status before the inspection period ends. Cash and portfolio lenders are the fallback.
What should you read in the association documents?
Read the declaration for the lease minimum and pet rules, the budget and reserve schedule, the latest milestone inspection summary and structural integrity reserve study for Club buildings, any pending special assessment, the insurance certificate and the estoppel. The Club's own site offers an estoppel and resale-document request. Ask the association, not the seller, for current figures.
Section 720.401 covers disclosure to prospective purchasers in a homeowners association community, so read it with the contract for the Villas, Southport, Bayfront Gardens and the lanes. Several declarations require board review of a sale, and the review period differs by neighborhood.
Who pays for title insurance and closing costs?
In Collier County the buyer customarily pays the owner's title policy and chooses the closing agent, and the deed documentary stamps are customarily the seller's. The contract controls, and Lee County custom differs across the county line. The lender's policy is a buyer cost, and a simultaneous issue carries a $25 minimum premium. Florida sets the title premium by rule (69O-186.003), so the rate does not vary by agent.
What does Senate Bill 264 mean for a buyer?
Senate Bill 264 is a 2023 law (chapter 2023-33, Florida Statutes 692.201 to 692.205) that limits purchases of Florida land by certain foreign principals from named countries of concern. It applies to certain buyers, not to US citizens. A federal challenge is on the docket at the Eleventh Circuit (No. 23-12737). A buyer who might be affected should read the statute and have the title company review the affidavit requirement before signing.
What does FIRPTA mean for a foreign seller's buyer?
The federal withholding rule (FIRPTA) makes the buyer withhold 15 percent of the amount realized when the seller is a foreign person. The rate is 10 percent when the amount realized is over $300,000 up to $1,000,000 and the buyer will use the property as a residence, and 0 percent at $300,000 or less for a residence. This describes what the rule says; it is not tax advice.
Barefoot Beach or Bonita Beach: how do the two compare for buyers?
Barefoot Beach and Bonita Beach sit on neighboring parts of the same barrier island but in different counties: Barefoot Beach is in Collier County and Bonita Beach is in Lee County. They differ on tax rate, flood-map date, rental rules, title custom and beach parking. Compare them on property facts. Data updated: October 2026.

The millage row uses 2025 for both counties so the two are compared on the same year. Schools are not compared on this page; assignment is by address, and the Collier County Public Schools zone locator shows the zones for a specific Barefoot Beach address.
Which search fits which list? Start with Barefoot Beach for a gated Collier community beside a preserve, Collier's rules and a 2025 tax rate of 9.5058 mills. Start with Bonita Beach for Lee County's tax and permit rules and its free Accesses #2 to #9, using the Bonita Beach homes for sale page. The median figures in the county row show the price levels each search will meet. Both searches are about the property and its costs.
