Is Pelican Preserve a 55+ community?
Yes. Pelican Preserve is age restricted by a recorded instrument: Article 5 of the Community Declaration, recorded in Lee County as Instrument 5303163, OR Book 3535, Page 4531, signed December 4, 2001, requires each occupied home to have at least one occupant 55 years of age or older. The declaration calls Pelican Preserve "a mixed-use, age-restricted community."
What the Pelican Preserve declaration requires
Section 5.1 of the Community Declaration sets the rule: at least one person 55 or older in every occupied home. The declaration was recorded under the community's original name, Sun City Center Ft. Myers. The Portofino neighborhood declaration (Instrument 5306409, recorded December 12, 2001) and its First Amendment (Instrument 5370019, 2002) repeat the same restriction, and the master age restriction controls over any neighborhood document unless the neighborhood's rule is stricter.
The 80 percent rule under federal and Florida law
Federal fair housing rules let a community qualify as housing for persons 55 or older when at least 80 percent of occupied units have at least one occupant 55 or older, and it publishes and follows age-verification procedures (24 CFR 100.304 to 100.307). Florida mirrors the standard in section 760.29(4) of the Florida Statutes. The Pelican Preserve declaration lets the board admit a household whose oldest occupant is 50 to 54 only while at least 80 percent of homes keep a 55+ occupant.
Visitors under 18
Article 5 of the declaration bars permanent occupancy by anyone under 18. Visits by people under 18 are limited to 30 days per calendar year. This is a recorded occupancy rule that applies to every Pelican Preserve home.
Age verification at resale and lease
Every resale and every lease requires a signed age self-certification under oath. The association may disapprove a sale or lease only if it would put the 55+ exemption at risk, and it must seek an injunction if occupancy would leave more than 20 percent of homes without a 55+ occupant. Changing Article 5 needs the consent of 100 percent of homeowner members, except changes made to follow age-restricted housing law.
What does it cost to own in Pelican Preserve?

The Gateway Services CDD assessment
Pelican Preserve is not its own CDD. The recorded declaration places it inside the Gateway Services Community Development District, a Chapter 190 district established May 22, 1986, which runs a separate Pelican Preserve fund in its budget. For FY2027 (October 1, 2026 to September 30, 2027) the board adopted $1,187.25 per single-family home, up from $1,185.98, and $1,050.19 per multifamily unit, down from $1,063.70. Both figures include a 4 percent gross-up.
| Gateway Services CDD, Pelican Preserve | Operations | Debt | FY2027 total | FY2026 total |
|---|---|---|---|---|
| Single family (1,668 units) | $1,153.88 | $33.37 | $1,187.25 | $1,185.98 |
| Multifamily (830 units) | $1,025.32 | $24.88 | $1,050.19 | $1,063.70 |
The only debt on Pelican Preserve parcels is the Series 2023-2 special assessment bond, $1,255,000 originally and $1,210,000 outstanding at September 30, 2025, maturing May 1, 2044. Pelican Preserve homes do not carry the Gateway-side lake bank restoration debt. The CDD amount appears as a non-ad valorem line on the county tax bill.
What the CDD pays for in Pelican Preserve
The FY2027 Pelican Preserve fund budgets $5,087,307 in expenditures. The largest lines are waterway management ($1,267,000, including $650,000 for pond bank improvements), safety and security ($1,132,000, including $345,000 for contracted security services and $210,000 for streetlights) and landscape services ($744,447). The association says the District owns the preserves, ponds, stormwater system, roads, sidewalks, streetlights, guardhouse, fountains and neighborhood monuments inside Pelican Preserve.
Pelican Preserve master association dues
The Pelican Preserve Community Association does not publish its dues on a public page; member documents sit behind the resident login. The 2026 MLS "Master HOA Fee" field on resale listings reports $1,463.11 a quarter, $5,852.44 a year. That is an MLS-reported figure, not an association statement, so confirm the current amount on the resale certificate for the exact home. The association is managed by KW Property Management.
Neighborhood association dues
Each Pelican Preserve neighborhood has its own association and sets its own fee on top of the master fee. One is published: Portofino approved a 2026 budget of $140,000 for 50 homes, a fee of $700 a quarter ($2,800 a year), up from $625 a quarter in 2025. Carena's fee shows as $478 a quarter in a 2026 MLS field. Other neighborhoods do not publish theirs, so ask the seller for the last two statements.
The Resale Capital Fee and the proposed change
A Pelican Preserve buyer pays a Resale Capital Fee at closing: $2,660, per the association's January 2026 newsletter. The same newsletter published a board proposal to raise it to $4,500, rename it the Community Contribution Fee, and cap yearly increases at 7.5 percent instead of 10. The outcome of that proposal was not published in the sources we read, so confirm the fee on the resale certificate.
Property taxes in taxing district 090
Every Pelican Preserve home is in Lee County taxing district 090, City of Fort Myers. The 2026 total is 16.9702 mills, up from 16.5034 in 2025, mainly because the City raised its rate from 6.5000 to 6.9000 mills for FY2027 and a new City parks voted debt levy of 0.1170 mill appears. Each $100,000 of taxable value costs $1,697.02 at that rate.
| Taxing authority, district 090 | 2026 mills | 2025 mills |
|---|---|---|
| City of Fort Myers | 6.9000 | 6.5000 |

The Pelican Preserve reserve study
A third-party reserve study dated November 6, 2025 found the master association's reserves 31.5 percent funded, according to the association's January 2026 newsletter. The association gave that result as the reason for the proposed increase in the Resale Capital Fee. No master or neighborhood special assessment was found in any public source we read.
A worked yearly cost example for a single-family home
Take a Carena single-family home at the 2026 roll's median single-family taxable value of $322,103. Property tax at 16.9702 mills is $5,466.15. Add the FY2027 CDD assessment of $1,187.25, the MLS-reported master fee of $5,852.44 and Carena's MLS-reported $1,912. The yearly total is $14,417.84 before insurance, utilities and any club membership. Homestead and other exemptions change the taxable value, so run this with the exact home's tax bill.
| Line | Yearly amount |
|---|---|
| Property tax ($322,103 x 16.9702 / 1,000) | $5,466.15 |
| Gateway Services CDD, FY2027 | $1,187.25 |
| Master association (MLS-reported) | $5,852.44 |
| Carena neighborhood association (MLS-reported) | $1,912.00 |
| Total | $14,417.84 |
Water, sewer and other bills
Water and sewer are billed by the utility, not through the assessment. The association says the District provides water and wastewater service to about 800 Pelican Preserve homes; others are served by the City of Fort Myers. Check the provider on the seller's water bill. Fiber TV and internet come from Hotwire Communications after a resident vote.
Is the golf club required at Pelican Preserve?
No. Pelican Preserve golf is optional. The recorded declaration says membership in the community association "does not include membership in the Golf Club," and The Club at Pelican Preserve has been owned and operated by Heritage Golf Group since February 2022, when it bought the club from Lennar. Owners may join as golf members, social members or not at all.
The 27-hole Pelican Preserve course
The Club at Pelican Preserve has 27 holes in three nines, the Heron, Egret and Ibis, with TifEagle ultradwarf greens, an aquatic driving range, practice greens and a golf shop. The course architect is Lewis C. "Chip" Powell. The club's 26,145 square foot clubhouse holds a fitness center, locker rooms, a cafe, a dining room, a sunset patio and a banquet hall.
2026 Pelican Preserve golf membership rates
| Membership | Initiation | Annual dues | Monthly |
|---|---|---|---|
| Golf, refundable | $25,000 | Couples $11,600; individual $9,720 | $967 couples; $810 individual |
| Golf, non-refundable | $15,000 | Couples $11,600; individual $9,720 | $967; $810 |
| Social | $2,000, non-refundable | $3,180 | $265 |
Source: The Club at Pelican Preserve membership brochure, January 2026 rate card. Dues run January 1 to December 31, the card lists no food and beverage minimums for golf members, and fees are subject to Florida sales tax.
Social membership at the Pelican Preserve club
A social membership costs $2,000 to join and $3,180 a year. It includes six rounds of golf per membership year from November to April at the prevailing fee and unlimited play from May to October at prevailing rates, and it can be upgraded to golf. Social member rounds were listed at $99 for 18 holes in season and $59 off season.
Cart, guest and optional club fees
Golf cart fees are $32 for 18 holes and $21 for 9. Golf member guest fees run $109 for 18 holes from November to April and $65 from May to October. An annual private cart trail fee is $3,300 for couples and $2,800 for individuals. Private golf carts in the community also need yearly association approval and liability insurance of at least $300,000 per person and $50,000 property damage.
Who owns the Pelican Preserve golf club?
Heritage Golf Group owns and operates the club, which it bought from Lennar in February 2022. The declaration says the Golf Club "is not subject to the terms of this Declaration," so club rules and fees are set by the club, not the association. The Town Center, by contrast, belongs to the residents' association.
What is in the Pelican Preserve Town Center?
Pelican Preserve's Town Center, Plaza del Sol, is the resident-owned hub: the association's board bought it from the developer within 18 months after residents took control in June 2019. It holds the fitness center, pools, spa, theater, studios and dining, and the association adds sports courts and nature areas across the 1,100-acre community.
Fitness, pools and spa
The Town Center has a fitness center with cardio and weights, studios for yoga, spin, Pilates and Zumba, an outdoor resort pool with an adjacent adult lap pool, an indoor pool, an indoor track on the second floor, locker rooms, sauna and steam rooms, and the Pelican Oasis Spa. The January 2026 newsletter listed fitness center hours of 5:00 a.m. to 10:00 p.m. daily.
Pelican Preserve sports courts
The association lists 8 lighted Har-Tru tennis courts and 12 pickleball courts, plus a softball field, a basketball area, two bocce courts, a lawn bowling rink, table tennis, billiards and horseshoes.
Clubs, dining and the theater
About 50 resident interest clubs meet in the Town Center and the Brokke Center, which holds a cafe, library, computer room, card rooms, a poker room and a performing arts room. The Town Center adds a theater (99 seats in the 2013 WCI filing), a woodshop, sewing, art and ceramics studios, and an amphitheater. Destinations is the restaurant and bar, and Flip-Flops is the poolside grill.
Nature preserve and trails
The association counts 58 ponds, 20 conservation areas and 38 acres of boardwalk and nature preserve on about 1,100 acres, with dog parks, a fishing pier and a butterfly garden. Audubon International awarded the community a Gold Seal under its Sustainable Development program, according to WCI's 2013 SEC filing.
Is Pelican Preserve gated?
Yes. Pelican Preserve is a gated community with a staffed gatehouse on the association's contact list at (239) 768-1121. Gate security is a Gateway Services CDD expense: the FY2027 Pelican Preserve fund budgets $345,000 for contracted security services and $1,132,000 for safety and security in total. The gatehouse staffing hours are not published.
What the CDD security budget covers
The FY2027 safety and security line covers contracted security, $20,000 for police patrol, $210,000 for streetlights, gatehouse utilities and repairs, and $200,000 of road capital outlay. The Pelican Preserve Advisory Committee, which meets the second Thursday of each month, advises the District board on these facilities.
The gated emergency access road
City of Fort Myers Ordinance 3936, heard January 31, 2022, amended the Pelican Preserve development order to add a gated emergency-only road between Prato Drive and Gateway Boulevard, to be maintained by the Gateway Services District. It was requested jointly by WCI Communities, the community association and the District.
Leasing and rental rules in Pelican Preserve
Pelican Preserve homes can be leased, but every lease goes through the neighborhood association and the recorded age rules. The master declaration treats leasing as a non-commercial use and sets no minimum lease term in its text. Every tenant household must meet the 55+ occupancy rule and sign the age certification.
Neighborhood approval before a tenant moves in
Neighborhood associations approve each lease. Portofino's lease application, for example, must be filed at least 20 days before the lease starts with a $150 non-refundable fee, states "This is a 55+ community," and bars move-in before board approval. Other neighborhoods use their own forms and may differ.
What the MLS shows, and pets
2026 MLS listing fields report a 30-day minimum lease and a two-pet maximum. These fields are agent-entered, not association statements, so confirm both on the neighborhood's rules or resale certificate. Portofino's form says domestic pets are permitted with association approval, and the association lists dog parks among its amenities.
Is Pelican Preserve in a flood zone?
Partly. On an overlay of all 2,494 Pelican Preserve home parcels on FEMA's National Flood Hazard Layer, 2,006 (80.4 percent) sit in Zone X and 488 (19.6 percent) in Zone AE, a special flood hazard area, with no coastal V zone. About one home in five is mapped AE, so the flood zone depends on the exact address.
Where the Zone AE homes are
The AE parcels cluster by street: about 144 on Aviano Drive (condominium units included), about 100 on Amiata Way, 81 on Trieste Drive, 45 on Breno Drive, 38 on Ravenna Way, 15 on Tirano Court and 8 on Diamante Way. Of the 488 AE parcels, 263 are condominium units and 225 are single-family homes. A smaller 60-point screen of the roll found 7 of 60 points in AE, a lower share that the full overlay replaces.
FEMA map panels for Pelican Preserve
Pelican Preserve sits on four FEMA flood insurance rate map panels: 12071C0431G and 12071C0433G, effective December 7, 2018, and 12071C0432F and 12071C0434F, effective August 28, 2008. FEMA's layer publishes no base flood elevation for these AE areas, so an elevation certificate for the exact home is the document that matters. Search any address at the FEMA Flood Map Service Center.
The City of Fort Myers flood insurance discount
Pelican Preserve is in the City of Fort Myers' flood insurance community (NFIP 125106), which FEMA's October 2026 Community Rating System list places at Class 6, a 20 percent discount, current since October 1, 2025. FEMA says the discount now applies to all National Flood Insurance Program policies in the community, not only those in the special flood hazard area.
Pelican Preserve evacuation zone
All 2,494 Pelican Preserve home parcels are in Lee County Hurricane Evacuation Zone D, the storm surge category 4 zone. An evacuation zone measures storm surge exposure and is separate from a FEMA flood zone, so a home can be in Evacuation Zone D and FEMA Zone X at the same time. Check the county's evacuation zone map for the address.
Hurricanes Ian and Milton
Hurricane Ian made landfall at Cayo Costa on September 28, 2022; the National Hurricane Center measured the Caloosahatchee River surge at Fort Myers at 5 to 8 feet above ground, and the RSW airport station recorded a 96-knot gust (data flagged incomplete) and 6.54 inches of rain. Hurricane Milton in October 2024 brought a 5.27-foot river gauge peak and 3.0 to 4.4 inches of rain to Lee gauges. No public record of structural damage inside Pelican Preserve was found.
Flood insurance claims in ZIP 33913
FEMA's open claims data shows 17 National Flood Insurance Program claims in ZIP 33913 from Ian, only two of them with building payments, totaling $13,647.35, and none in the Milton window. ZIP 33913 is much larger than Pelican Preserve, so these counts are an upper bound for the community. The ZIP's all-time total is 40 claims.
Insurance notes for Pelican Preserve buyers
Florida's wind mitigation inspection form changed to OIR-B1-1802 Rev. 04/26 for inspections on or after April 1, 2026, and a completed form is valid for up to five years. Pelican Preserve homes were built 2000 to 2022, most of them under the Florida Building Code that took effect March 1, 2002. A current wind mitigation report can change a premium, so ask the seller for one.
Schools and healthcare near Pelican Preserve
Pelican Preserve's recorded declaration restricts permanent occupancy by anyone under 18, so school zones matter mainly for resale research. Every Pelican Preserve home falls in Lee County elementary Proximity Zone J, middle Zone EE and the East high school zone, sub-zone 2, for 2026-27. Gulf Coast Medical Center, a Lee Health Level II trauma center, is 9.5 miles away.
School zones for Pelican Preserve addresses
Lee County assigns students by choice among the schools in a proximity zone, not to a single neighborhood school. Zone J elementary choices are Treeline, Gateway, Ray V. Pottorf and Colonial; Zone EE middle choices are Fort Myers Middle and Paul Laurence Dunbar Middle; East sub-zone 2 high school choices are Dunbar, East Lee County, Gateway, Lehigh Senior and Riverdale. Treeline Elementary, at 10900 Treeline Avenue, is 2.2 miles away. Confirm any address with the district's school zone tool.

Straight-line distances from the center of Pelican Preserve
Measured straight-line from the median Pelican Preserve parcel, downtown Fort Myers is 7.1 miles, RSW 4.1 miles, Gulf Coast Medical Center 6.1 miles, Fort Myers Beach 14.8 miles and FGCU 8.9 miles. Straight-line figures are shorter than any drive; use the road table above for planning.
Is Pelican Preserve in the City of Fort Myers?
Yes. All 2,342 matched home parcels sit in Lee County taxing district 090 and the City of Fort Myers fire district, with City zoning. That decides the millage, the building department, the flood insurance community and the City's 20 percent CRS discount. The mailing city is Fort Myers for every home.
What is changing near Pelican Preserve
Lee DOT began about $3 million of work at Daniels Parkway and Treeline Avenue around May 4, 2026, and FDOT's $42.8 million diverging diamond at I-75 and Daniels Parkway started in January 2026 for completion in summer 2028. The I-75 and Colonial Boulevard diverging diamond, $52.7 million, is complete. On November 17, 2025 the City approved commercial intensive zoning, up to 2.8 million square feet, on about 21 acres at the northeast corner of Daniels and Treeline, by a 4 to 3 vote; residential uses are barred there.
A park proposal on Treeline Avenue
City Ordinances 4086 and 4087 would rezone about 32 acres at 13100 Treeline Avenue, land donated to the City by the Arborwood CDD, to recreation for a passive park. The Planning Board voted 6 to 0 on March 4, 2026 and Council heard it April 20, 2026; the outcome was not published in the sources we read.
How Pelican Preserve compares with nearby communities
Pelican Preserve is the only one of these three Fort Myers communities whose recorded documents set a 55+ rule, and it recorded the most sales of the three in the latest 12 months. The table compares Verandah homes for sale and Paseo homes for sale on one yardstick: Lee County qualified sales over 12 months. Data updated: October 2026.

How to read the comparison table
The three counts use each community's plat names on the county roll (for Verandah, its twelve plats inside the community footprint, several of which do not carry the Verandah name), so they can differ from association totals: Pelican Preserve's association counts about 2,498 homes. Verandah's and Paseo's age rows cover the documents named; their neighborhood-level declarations were not all read. Each community's mix of condominiums and single-family homes moves its overall median, so compare the single-family and condominium rows as well.
The history of Pelican Preserve
Pelican Preserve began in 2001 as WCI Communities' Sun City Center Ft. Myers, the name still on its recorded Community Declaration, signed December 4, 2001. WCI went through Chapter 11 in 2008 and 2009, Lennar bought WCI in February 2017, residents took control in June 2019, and the association says construction of 2,498 homes finished in 2022.
WCI and the Sun City Center Ft. Myers name
WCI began planning in 2001, with Bay Colony-Gateway, Inc. as declarant on the first neighborhood documents. The declaration's 2001 plan called for about 2,500 homes and about 57 acres of commercial property. The earliest homes on the county roll, in Avila, Bellagio, Portofino and Verona, date from 2000 to 2005.
Bankruptcy, the 2013 filing and the build years
WCI filed Chapter 11 in August 2008 and emerged as a private company on September 3, 2009. Its 2013 SEC registration described Pelican Preserve as an age-restricted, active adult, master-planned community of about 2,150 home sites, with 986 still owned or in backlog at March 31, 2013. The county record shows 161 builder-direct sales in each of 2015 and 2016 and 236 in 2019.
Lennar, resident control and the club sale
Lennar completed its purchase of WCI on February 10, 2017 for about $643 million. Residents elected the master association board in June 2019, bought the Town Center from the developer within 18 months, and updated the governing documents. Lennar sold the golf club to Heritage Golf Group in February 2022, and the association says construction finished that year.

Frequently Asked Questions about Pelican Preserve homes for sale
These are the questions Pelican Preserve buyers ask most, answered from the Lee County record, the recorded Community Declaration, the Gateway Services CDD budget, the club's 2026 rate card, FEMA's flood map and the Florida Department of Education. Each answer carries the same dates as the sections above, so every figure can be checked against its source below.

What is the median home price in Pelican Preserve?
$425,000 on the Lee County record, across 159 qualified sales in the 12 months through September 25, 2026, the newest sale in the county file. How many homes sold in Pelican Preserve last year?
Lee County recorded 159 qualified Pelican Preserve sales in the 12 months through September 25, 2026, up from 131 in the 12 months before that. In calendar 2025 the county recorded 146 sales at a $437,500 median, and 120 sales were recorded in 2026 through mid-September.
